City Manager <br />431 <br />The Acting City Manager presented the budget for the City Manager, saying the budget <br />is much like last year's, allowing for an increase in gasoline. <br />Discussion followed on the position of City Auditor assigned to the Office of the <br />City Manager. <br />Mayor Gonzales was of the opinion that to be perfectly impartial all audits should <br />be accomplished through an outside auditing firm who would submit their audit re- <br />ports directly to the City Council. <br />Mayor Gonzales said he did not feel the City Council could expect to receive a totally <br />impartial audit report if the person doing the auditing was directly responsible to <br />the City Manager and the City Manager in turn made recommendations to the auditor prior <br />to the report being submitted to the City Council. <br />Mrs. Andengaard submitted that all yearly financial audits, for as long as she can <br />recall, have been conducted by an outside audit firma <br />Councilman Rehrer said an internal auditor was needed to audit individual departments <br />on the direction of the City Manager, to determine if the departments are operating <br />cost effective. <br />co <br />(j) Councilwoman Garcia offered that an outside auditing firm would provide the City with <br />Q whatever type of audit the City desired; you get what you ask for, she stated. <br />Q City Auditor Young clarified the position and function of the City Auditor by reading <br />Q the job description for that position. <br />Moved by Mayor Gonzales, seconded by Councilwoman Garcia, to tentatively approve the <br />City Manager's Budget with the deletion of the City Auditor position. Motion did not <br />carry. Council members Hayes, Cisneros, and Rehrer voting NO. <br />Personnel <br />Acting City Manager Elliott presented the budget for the Personnel portion of the <br />City Manager's budget. Mr. Elliott reported Mrs. Madsen, Administrative Assistant/ <br />Personnel, has prepared the budget and requested a new position of Intermediate Typist <br />Clerk, which he had eliminated upon review. <br />Discussion followed on the staffing in the Personnel Office. Mr. Elliott provided <br />that the office presently consists of Mrs. Madsen and a CETA Clerk Typist. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, to tentatively approve <br />the Personnel Budget as recommended by the Acting City Manager. Unanimous vote. <br />Police <br />Acting City Manager Elliott stated that Lt. Malouf would like to address the City <br />Council on the matter of a new position. <br />Lt. Malouf stated he had requested an added position of Clerk Typist under the Services <br />Division of the Police Budget, however, the position was deleted by the Acting City <br />Manager. Lt. Malouf outlined the split clerk typist, backup dispatcher, and teletype <br />operator manning requirements in the Services Division. <br />After brief discussion, moved by Councilwoman Cisneros, seconded by Councilman Hayes, <br />to tentatively add the requested clerk typist to the Services Division of the Police <br />Budget. Unanimous vote. <br />Scheduling <br />Councilman Hayes requested that a list of all items and positions added by the City <br />Council to the Preliminary Budget be preapred and ready prior to meeting for adoption <br />of the final budget. <br />Staff responded that the list would be prepared and provided to the City Council as <br />requested. <br />Recommendation was made to meet on Wednesday, June 25, 1980, at 6:30 p. m., to con- <br />sider final budget adoption. Councilman Rehrer advised he would be on vacation for <br />two weeks. <br />JUN 191980 <br />
