<br />Conditional Use Permit

<br />Mr. Trevino read his memorandum concerning a Conditional Use Permit application
<br />requested by Quinton Smith of Smith Packing Company to conduct an on-site truck
<br />driving school and construct a 20 foot by 50 foot building on property located
<br />on the south side of Fairway Drive, near Interstate 15.
<br />Mr. Trevino advised that the Planning Commission, at a public hearing held March
<br />25, 1980, recommended approval of the Conditional Use Permit application, subject
<br />to five conditions as outlined in Planning Commission Resolution No. 941.
<br />Mayor Gonzales read a letter dated April 1, 1980, from B. M. Swartz, Station
<br />Manager of KFXM, expressing opposition to the establishment of the truck driv-
<br />ing school.
<br />A representative of the City of San Bernardino Planning Department read a letter
<br />dated March 25, 1980, from Councilman Ralph Hernandez of the San Bernardino City
<br />Council, also expressing concern and opposition to the establishment of the truck
<br />driving school, and suggested that an E.I.R. be made on this project.
<br />Mr. Quinton Smith, owner and applicant, stated he has owned this property since
<br />(Y) 1946 and he felt that the City should allow him to use his property for a good
<br />purpose. Mr. Smith advised that truck driving is one of the biggest industries
<br />of today, and this will be a truck driving school, not a truck stop or trucking
<br />facility. Mr. Smith advised that the property is paved, has curb and gutter, and
<br />the students will be training right there on the property.
<br />Councilwoman Cisneros asked Mr. Smith how many trucks would they be using.
<br />Mr. Smith answered 1 or 2 trucks to begin with, but never more than 4 or 5 trucks
<br />at any time.
<br />Mr. Newton House, of the House Grain Company, stated that he has known Mr. Smith
<br />for a long time, and he felt that it was funny there were no objections from the
<br />City of Colton, only the City of San Bernardino. Mr. House spoke in favor of the
<br />truck driving school and stated that the only complaints seem to be coming from
<br />"the other side of the street".
<br />After additional discussion, moved by Councilman Hayes, seconded by Councilman
<br />Temby, to approve Planning Commission Resolution No. 941, including findings and
<br />conditions as listed therein. Unanimous vote.
<br />Conditional Use Permits

<br />Mr. Trevino reported on a Conditional Use Permit application requested by Caroline
<br />Dyer to operate a private school in her home, which is in an R -E zone, located at
<br />1347 Cahuilla. Mr. Trevino advised the City Attorney has determined that this re-
<br />quest comes under the heading of private school and therefore is within the "Un-
<br />classified Uses", Section 18.30, of the Colton Municipal Code.
<br />Mr. Trevino stated that the Planning Commission, at a public hearing held March 25,
<br />1980, recommended approval of the Conditional Use Permit application, subject to
<br />three conditions as listed in Planning Commission Resolution No. 942.
<br />Moved by Mayor Gonzales, seconded by Councilwoman Cisneros, to approve Planning
<br />Commission Resolution No. 942, including findings and conditions as listed therein.
<br />Motion carried, with Councilman Rehrer abstaining from voting.

<br />Mr. Trevino reviewed a request for a Conditional Use Permit application from Newton
<br />House, of the House Grain Company, to completely remodel existing stables into of-
<br />fices at 10600 Hunts Lane, which is in an M -1-X zone.
<br />Mr. Trevino advised that Section 18.06.020 of the Colton Municipal Code states if
<br />property is classified with an "X" designation, a Conditional Use Permit is requir-
<br />ed for any development.
<br />Mr. Trevino stated that the Planning Commission recommended approval of the Condi-
<br />tional Use Permit application, at a public hearing held March 25, 1980, subject to
<br />three conditions as listed in Planning Commission Resolution No. 943.
