393
Conditional Use Permit
P. C. Res. No. 941
Mr. Trevino read his memorandum concerning a Conditional Use Permit application
requested by Quinton Smith of Smith Packing Company to conduct an on-site truck
driving school and construct a 20 foot by 50 foot building on property located
on the south side of Fairway Drive, near Interstate 15.
Mr. Trevino advised that the Planning Commission, at a public hearing held March
25, 1980, recommended approval of the Conditional Use Permit application, subject
to five conditions as outlined in Planning Commission Resolution No. 941.
Mayor Gonzales read a letter dated April 1, 1980, from B. M. Swartz, Station
Manager of KFXM, expressing opposition to the establishment of the truck driv-
ing school.
A representative of the City of San Bernardino Planning Department read a letter
dated March 25, 1980, from Councilman Ralph Hernandez of the San Bernardino City
Council, also expressing concern and opposition to the establishment of the truck
driving school, and suggested that an E.I.R. be made on this project.
Mr. Quinton Smith, owner and applicant, stated he has owned this property since
(Y) 1946 and he felt that the City should allow him to use his property for a good
purpose. Mr. Smith advised that truck driving is one of the biggest industries
of today, and this will be a truck driving school, not a truck stop or trucking
facility. Mr. Smith advised that the property is paved, has curb and gutter, and
the students will be training right there on the property.
Councilwoman Cisneros asked Mr. Smith how many trucks would they be using.
Mr. Smith answered 1 or 2 trucks to begin with, but never more than 4 or 5 trucks
at any time.
Mr. Newton House, of the House Grain Company, stated that he has known Mr. Smith
for a long time, and he felt that it was funny there were no objections from the
City of Colton, only the City of San Bernardino. Mr. House spoke in favor of the
truck driving school and stated that the only complaints seem to be coming from
"the other side of the street".
After additional discussion, moved by Councilman Hayes, seconded by Councilman
Temby, to approve Planning Commission Resolution No. 941, including findings and
conditions as listed therein. Unanimous vote.
Conditional Use Permits
P. C. Res. No. 942
Mr. Trevino reported on a Conditional Use Permit application requested by Caroline
Dyer to operate a private school in her home, which is in an R -E zone, located at
1347 Cahuilla. Mr. Trevino advised the City Attorney has determined that this re-
quest comes under the heading of private school and therefore is within the "Un-
classified Uses", Section 18.30, of the Colton Municipal Code.
Mr. Trevino stated that the Planning Commission, at a public hearing held March 25,
1980, recommended approval of the Conditional Use Permit application, subject to
three conditions as listed in Planning Commission Resolution No. 942.
Moved by Mayor Gonzales, seconded by Councilwoman Cisneros, to approve Planning
Commission Resolution No. 942, including findings and conditions as listed therein.
Motion carried, with Councilman Rehrer abstaining from voting.
Conditional Use Permits
P. C. Res. No. 943
Mr. Trevino reviewed a request for a Conditional Use Permit application from Newton
House, of the House Grain Company, to completely remodel existing stables into of-
fices at 10600 Hunts Lane, which is in an M -1-X zone.
Mr. Trevino advised that Section 18.06.020 of the Colton Municipal Code states if
property is classified with an "X" designation, a Conditional Use Permit is requir-
ed for any development.
Mr. Trevino stated that the Planning Commission recommended approval of the Condi-
tional Use Permit application, at a public hearing held March 25, 1980, subject to
three conditions as listed in Planning Commission Resolution No. 943.
APR 1 1980
