392conditional Use Permits <br />P. C. Res. No. 936 <br />Mr. Trevino reported on a Conditional Use Permit application requested by Mr. W. <br />Kinder and Mr. M. Patteson to operate an automobile dismantling and retail parts <br />sales store on property consisting of approximately 2 acres located east of Jeffer- <br />son Lane and south of Fogg Street, designated as "Industrial" by the General Plan <br />and zoned M-2. <br />Mr. Trevino continued that existing uses in the general area of the proposed <br />project include mostly residential dwellings with heavier industrial uses, with <br />the site being surrounded by residential development, except to the east which <br />is railroad. Mr. Trevino said the parcel is located in an area which is, in part, <br />residential in land use but zoned industrial. <br />Mr. Trevino concluded the Planning Commission, at a public hearing held March 11, <br />1980, recommended denial of the Conditional Use Permit application due to four <br />findings as outlined in Planning Commission Resolution No. 936. <br />Moved by Councilwoman Cisneros, seconded by Mayor Gonzales, to approve Planning <br />Commission Resolution No. 936, denying application and request, Index No. C-3-80. <br />Before the voting, Mr. Joe Bonadiman, Engineer for the applicant, requested to <br />speak on this matter. <br />Mr. Bonadiman reviewed the findings as listed in Planning Commission Resolution <br />No. 936, responding to each one, and requested Council's reconsideration of the <br />applicants' request and application, stating the proposed project is a proper use <br />for the area. <br />Mr. Bonadiman showed renderings of the proposed project, advising that the opera- <br />tion will consist of an auto dismantling yard and recycling of used cars. Mr. <br />Bonadiman said the applicants will abide by all of the conditions as listed in <br />the Conditional Use Permit application and they have fulfilled all of the require- <br />ments. <br />Mr. Jess Vasquez, 677 South 8th Street, Colton, stated he would like to give an <br />opposing view of this project. Mr. Vasquez said that slowly but surely this <br />neighborhood is going up, and the proposed project will bring blight and deteri- <br />oration to the neighborhood. Mr. Vasquez stated this would be poor planning and <br />have an adverse effect on the area, and the City has enough junk yards. <br />After additional discussion, Councilwoman Cisneros called for the question on the <br />motion as made. <br />Motion carried unanimously. <br />Conditional Use Permits <br />P. C. Res. No. 940 <br />Mr. Trevino reviewed his memorandum regarding a Conditional Use Permit application <br />requested by Vince Mayell to construct 110 condominium units on property located <br />at the southeast corner of Fairway and Sperry Drives. Mr. Trevino advised that <br />the Planning Commission, at the public hearing held March 11, 1980, referred <br />this matter back to Staff with the request that the applicant provide additional <br />off-street parking for the development, and, subsequently, Mr. Mayell provided <br />an additional 38 parking spaces for guests or visitors. <br />Mr. Trevino concluded that the Planning Commission approved the Conditional Use <br />Permit application, at a meeting held March 25, 1980, subject to twelve condi- <br />tions as listed in Planning Commission Resolution No. 940. <br />Mr. Herbert Cady, Fontana, stated that he owns property adjacent to the proposed <br />project, and although he is not opposed to this development, he would like to know <br />if the City has intentions of closing the alley for this project. <br />Mr. Trevino responded that this has been investigated, however, the City does not <br />intend to vacate or abandon the alley at this time. <br />Moved by Councilwoman Cisneros, seconded by Councilman Temby, to approve Planning <br />Commission Resolution No. 940.
