Moved by Councilwoman Garcia, seconded by Councilman Hayes, ratifying appointments <br />by Mayor Gonzales to the Board of Directors of OMNITRANS and SANBAG. Vote was <br />unanimous. <br />Mayor Gonzales stated he would like to recommend for appoint Councilwoman Garcia <br />as the City's Representative to the I.M.A. Board of Directors. <br />Councilwoman Cisneros advised that this appointment does not come from the City, <br />itself, it is made by SANBAG. <br />Councilman Hayes suggested that this appointment be held over to the next regular <br />Council Meeting until the matter is clarified. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Variances <br />P. C. Res. No. 945 <br />Planning Director Trevino reported on Variance applications requested by Clifton <br />Webb, to allow a reduction of required lot area and deletion of one required side <br />yard, for zero lot line construction, on property located on the east side of <br />Pepper Avenue, between San Bernardino Avenue and Valley Boulevard. <br />Mr. Trevino reviewed the Variance applications, Index Nos. V-4-80 and V-5-80, and <br />the proposals of the applicant. <br />Mr. Trevino advised that the Planning Commission reviewed these items at a Public <br />Hearing, April 8, 1980, and based on Staff analysis and findings, recommended <br />denial of the Variance applications as outlined in Planning Commission Resolution <br />No. 945. <br />Mr. Clifton R. Webb, Jr., applicant, referred to his letter dated April 15, 1980, <br />addressed to the Mayor and City Council, requesting reconsideration and approval <br />of his applications for a Variance. <br />After additional discussion, moved by Councilman Rehrer, seconded by Councilman Hayes, <br />to approve Planning Commission Resolution No. 945; including findings as listed there- <br />in, denying Variance applications. Vote was unanimous. <br />Billboard Signs <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, to continue to the next <br />regular Council Meeting the request for a Billboard Sign from Mr. Fred Guido. Vote <br />was unanimous. <br />CORRESPONDENCE: <br />Mayor Gonzales read a letter dated April 15, 1980, from Henry T. Mendoza, Chairman <br />of the Citizens Committee for the Proper Development of South Colton, requesting <br />recognition of this committee for recommendations and participation in the future <br />development of this community. The letter was accompanied by a petition contain- <br />ing approximately 500 signatures, protesting the proposed redevelopment project and <br />Federally funded study of South Colton. <br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, recognizing the Citizens <br />Committee for the Proper Development of South Colton and approval of this Committee. <br />Vote was unanimous. <br />COMMUNITY SERVICES DIRECTO_R'S REPORTS AND RECOMMENDATIONS: <br />Bids <br />Weed Abatement <br />Community Services Director Calvin Wang reviewed the two bids received April 3, 1980, <br />for the 1980 Weed Abatement Contract and recommended the contract be awarded to the <br />low bidder, Rick's Tractor & Discing, in the amount of $17,025. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, approving and awarding 1980 <br />Weed Abatement Contract to Rick's Tractor & Discing in the amount of $17,025.
