Councilwoman Garcia <br />stated she would withdraw her second to the motion. <br />Mayor Gonzales stated that if everyone concurred, this matter would be continued to <br />the next regular City Council meeting. <br />Personnel <br />Classifications/Positions <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, to set for public <br />hearing on Tuesday, August 19, 1980, amending the City's Pay and Classification <br />Plan to include four new positions. Unanimous vote. <br />Veterans Park <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, approving use of <br />Veterans Park from August 25 to 30, 1980, for religious youth rally as requested <br />by Danny Sanchez. Unanimous vote. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Ordinance No. 1586 <br />Second Reading <br />City Attorney Edwards introduced Ordinance No. 1586 for Second Reading, reading it <br />as to number and title only: <br />ORDINANCE NO. 1586 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON AMEND - <br />Second Reading. ING SECTION 3 OF ORDINANCE NO. 1471 AND SECTION 5.02.500 OF <br />THE COLTON MUNICIPAL CODE PROVIDING FOR A BUSINESS LICENSE <br />TAX FOR AUCTIONEERS. <br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, to pass Second Reading, <br />waive further reading, and adopt Ordinance No. 1586. Unanimous vote. <br />Ordinance No. 1588 <br />First Reading <br />City Attorney Edwards introduced Ordinance No. 1588 for First Reading, advising that <br />this ordinance will provide the use of lock boxes for the Fire Department to gain <br />access to certain buildings, for example high-rise buildings and secured buildings. <br />Fire Chief Al Teague made a presentation to the Council Members on this public safe- <br />ty key box system to provide firefighters and paramedics immediate access to locked <br />buildings, elevators and other secured areas. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, to pass First Reading of <br />Ordinance No. 1588, and waive further reading. Unanimous vote. <br />ORDINANCE NO. 1588 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON AMEND - <br />First Reading ING ORDINANCE NO. 1580 RELATING TO LOCK BOXES TO AFFORD FIRE <br />DEPARTMENT ACCESS TO BUILDINGS. <br />Claims <br />City Attorney Edwards presented a Claim submitted by Benny Gonzales against the <br />City of Colton dated June 30, 1980, recommending the City Council deny the Claim. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, to deny Claim of Benny <br />Gonzales against the City of Colton. Unanimous vote. <br />ORAL COMMUNICATIONS: <br />Mr. Frank Smith, 270 West F Street, Colton, and Mr. Jess Vasquez, 296 West F Street, <br />Colton, spoke to the City Council regarding continuing problems with the railroad, <br />the noise, cars and gates blocking the streets, etc. Pyr.
