Agreements <br />R. W. Beck & Associates <br />455 <br />Mr. Elliott stated the 1980-81 Budget approved the expansion of the City's existing <br />Substation at the Electric yards, and Staff is requesting that the engineering firm <br />of R. W. Beck and Associates, who designed the existing substation in 1970, do the <br />design work for its expansion. <br />Mr. Elliott said Staff recommends approval of a Work Order Agreement with R. W. Beck <br />and Associates for consulting engineering services for a maximum billing of $37,500. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, approving Work Order <br />Agreement with R. L. Beck and Associates relating to design work for expansion of <br />the City's Substation at a maximum cost of $37,500. Unanimous vote. <br />Electric Utility Rates <br />Res. No. 4027 <br />Mr. Elliott referred to an addendum to the new Electric Utility Rate Schedule, adopt- <br />ed by Resolution No. 4001, adding two more rates to Outdoor Lighting Service, and <br />one more rate to Street Lighting Service. <br />(D Mr. Elliott stated if Council concurs, it would be in order to adopt Resolution No. <br />co 4027, and the addendum to the Electric Utility Rate Schedule. <br />Moved by Councilman Hayes, seconded b Councilman Rehrer, approving � Y pp oving Resolution No. <br />4027 and Addendum to Electric Utility Rate Schedule. Unanimous vote. <br />�Q +, RESOLUTION NO. <br />4027 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMEND- <br />ING RESOLUTION NO. 4001 PROVIDING A RATE SCHEDULE FOR ELEC- <br />TRICAL ENERGY. <br />Assessment District No. 78-2 <br />Change Order No. 1, Contract "A" <br />Mr. Elliott reviewed a memorandum dated August 1, 1980, relating to approval for <br />payment of Change Order No. 1, for Assessment District No. 78-2, in the amount <br />of $47,458.44. Mr. Elliott advised the contract between the City and W. R. <br />Showalter and Associates, the assessment engineers, indicates that the "engineers <br />shall prepare change orders as required". <br />Mr. Elliott concluded Staff recommends that the City Council approve the payment <br />of $47,458.44, to be taken out of the contingency accounts. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to approve payment <br />of Change Order No. 1, Assessment District No. 78-2, in the amount of $47,458.44. <br />Before the voting, Councilwoman Garcia questioned the change order and asked how <br />this came about. <br />Mr. Joseph R. Sidor, Civil Engineer with W. R. Showalter and Associates, stated the <br />change orders were brought about because of changes in conditions during the course <br />of construction, which were unforeseen before the time that the contract was award- <br />ed. <br />Councilwoman Garcia said she noted that one of the changes stated the original <br />location was unavailable by the land owner. Mrs. Garcia questioned how this could <br />come about, and asked isn't there some agreement with the landowner before going <br />into this. <br />Mr. Sidor responded that the way he understands it, there were agreements made with <br />the landowner before, during and after the award of the contract, and he believed <br />that a settlement was not completed at the time of the contract award. Mr. Sidor <br />continued that a particular location for the spoil area at that time was designated, <br />and it, in turn, had to be relocated to a further, distant location, which involved <br />additional cost due to transportation and hauling of equipment, compacting the equip- <br />ment to the preference of the new landowner. <br />Mrs. Garcia asked aren't these agreements binding, isn't there anything to protect <br />the City so that we do not have to pay for these change orders later on. <br />Mr. Sidor responded that if the new location was designated as such in the original <br />contract, the cost of hauling this material to the new location would be equivalent <br />to what it is at this stage. <br />AUG 6 1980 <br />
