494 <br />Electric <br />1980 Preliminary Report/1981 Biennial Report Adoption. <br />Agreements <br />Consider purchase of tax -deeded property, by County Flood Control District, <br />situated in the City of Colton. <br />Claims <br />Gary Finkel vs. City of Colton; Lido Motel vs. City of Colton. Recommend <br />denial. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve the Consent' <br />Calendar as outlined, with the omission of Item No. 8. Unanimous vote. <br />Library <br />City Attorney Edwards reported that he had advised the item concerning replacement <br />of the roof on the Library building be removed from the Consent Calendar and dealt <br />with separately. <br />Mr. Edwards recommended that, if the Council wishes to replace the roof, a motion <br />authorizing giving notice inviting bids and designating posting as the means of <br />giving notice would be appropriate. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, approving City Attorney's <br />recommendation with regard to bidding for replacement of the Library roof. <br />Councilwoman Garcia questioned the time element with regard to going out to bid on <br />this item, stating that if the roof is in such serious condition, and there have <br />been complaints made about it, then something should be done immediately. Council- <br />woman Garcia said these procedures should have been followed and taken care of be- <br />fore this matter was presented to the City Council. <br />Discussion followed with regard to replacement of the Library roof and the adver- <br />tising for bids, the City's bid procedures and State codes and requirements. <br />Councilman Rehrer stated he would withdraw his second to the motion as made, and <br />Councilman Hayes stated he would also withdraw his motion. <br />Councilman Rehrer said he would make a motion instructing Staff to advertise immedi- <br />ately for bids on replacing the roof of the Library building and, after receipt of <br />the bids, a Special Meeting be held to determine the award of bid. Councilman Hayes <br />stated he would second that motion. <br />City Attorney Edwards suggested that the method of posting as means of giving notice <br />could also be a part of the motion. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, authorizing Staff to immedi- <br />ately advertise for Bids, by posting the notices, on replacement of the roof of the <br />Library Building; further, upon receipt of bids that a Special Meeting be held by the <br />City Council to determine the award of Bid. Unanimous vote. <br />PUBLIC HEARINGS: <br />PArcnnnP1 <br />Res. No. 4060 <br />Mayor Gonzales declared the Public Hearing open. <br />Personnel Officer Trevino submitted the Affidavit of Posting and reported that <br />no protests or objections had been received. <br />Personnel Officer Trevino advised that the Public Hearing this evening concerns <br />the addition of the classification Building Inspector Trainee to the City's Pay <br />and Classification Plan at Pay Range 7, and the change in pay range for the posi- <br />tion of Assistant to the City Manager from Range 72 to Range 67, as outlined in <br />Resolution No. 4060. <br />Mayor Gonzales asked if anyone desired to speak in favor of, or in opposition to, <br />this matter. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, to terminate the Public <br />Hearing.
