Unanimous Vote. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Mayor Gonzales read in full a Resolution of Appreciation expressing gratitude to <br />the California Society of Ophthalmic Dispensers for the contribution of sixty pair <br />of safety glasses for our Police Department's use during range practice. The <br />Resolution was presented to Mr.,Wes Hayden. <br />Mayor Gonzales read in full a Proclamation declaring December 15, 1980, as "Spirit <br />of Christmas Day". The Proclamation was accepted by Mr. Paul J. Sautter of Radio <br />Station KQLH. <br />Boards and Commissions <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, ratifying reappointment <br />of Greg B. Fife to the Colton Utilities Commission as recommended by Councilman <br />Q Rehrer. Unanimous vote. <br />PUBLIC HEARINGS: <br />Zoning <br />Ord. No. 1594 <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no <br />protests or objections had been received. <br />City Manager Trevino introduced Ordinance No. 1594, advising that this ordinance <br />outlines and designates development standards for residential, commercial and <br />industrial development in the Cooley Ranch and adds the zoning classification of <br />PC - Planned Community, Cooley Ranch, to the Colton Municipal Code, and repeals <br />Ordinance No. 1450. <br />Mr. Trevino advised that the Planning Commission has reviewed this item and recom- <br />mends approval of the revision and amendments as incorporated in Ordinance No. <br />1594. <br />Mr. William Ashley, 11160-1 Santo Antonio Drive, Colton, questioned various sections <br />of the new ordinance and asked how much of the Cooley Ranch Master Plan had been in- <br />corporated into the proposed ordinance. Mr. Ashley was also concerned about the <br />bicycle paths throughout the ranch, and if any provisions had been made for this. <br />Both City Manager Trevino and Mr. Clyde Hippensteil, of the Cooley Ranch, explained <br />to Mr. Ashley that the Cooley Ranch Master Plan is a separate document and not the <br />same as the proposed ordinance, No. 1594, which establishes development standards <br />and requirements for all types of development in the Cooley Ranch. Mr. Hippensteil <br />stated there are provisions for bicycle routes along Mt. Vernon Avenue, Washington <br />Street and Cooley Drive, as outlined in the ordinance. <br />Mayor Gonzales asked if there was anyone else that desired to speak on this matter. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to terminate the Public <br />Hearing. Unanimous vote. <br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to pass First Reading <br />and waive further reading of Ordinance No. 1594.
