490 Sewer Allocations <br />Res. No. 4058 <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no <br />protests or objections had been received. <br />City Attorney Edwards stated that at a previous Council Meeting Ordinance No. <br />1595 was adopted, which provided for a public hearing to begin allocating the <br />quarterly sewer connections for those projects as listed in Priority Catagory <br />3, for the calendar starting January 1, 1981 through March 31, 1981. <br />Mr. Edwards continued that pursuant to the terms of the Ordinance, the public <br />is permitted to give input at the public hearing this evening with regard to the <br />allocations. Mr. Edwards stated these allocations are as set forth in Catagory <br />3 of the Ordinance, and are projects that had building permits and had substan- <br />tial building already accomplished. Mr. Edwards said there are a limited number <br />of connections available pending the reopening of the old plant, and according to <br />the terms of the Ordinance, a maximum of thirty percent (30%) of the available con- <br />nections can be allocated in the given quarter, which would be 85. <br />Mr. Edwards concluded the Council Members have received the recommendation, an al- <br />location of one-fourth to each of the qualified members of Catagory 3. <br />Mr. Dennis Tyler, 4000 MacArthur Boulevard, Newport Beach, stated he was represent- <br />ing PCB Lincoln Company, developers of Tract Nos. 10306, 10307, 10308 and 10309 in <br />Colton. Mr. Tyler referred to a letter from that company, dated November 25, 1980, <br />with regard to the tracts and the sewer connection allocations. <br />Mr. Tyler continued the problem that PCB is facing at this time is the need for the <br />total number of 69 sewer connection allocations now, rather than spread out over a <br />period of time. Mr. Tyler said this company has construction loans recorded on these <br />tracts and are now paying over $30,000 per month interest on the loans. <br />Mr. Tyler concluded that PCB is requesting the Council's full consideration in the <br />method of allocation of sewer permits and the timing for payment of the new sewer <br />fees. <br />Ms. Patricia Spangler, representing Developers II of Redlands, spoke about their con- <br />dominium projects along Washington Street, "The Meadows", advising they have put in <br />their off-site improvements now, and already sales have gone very well. Ms. Spangler <br />stated if the developers were permitted an able amount of sewer connections at this <br />time, they could finish the projects and complete the residential development along <br />that area of Washington Street. <br />Mayor Gonzales asked if anyone else desired to speak on this matter. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to terminate the Public <br />Hearing. Unanimous vote. <br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, to approve Resolution <br />No. 4058. Unanimous vote. <br />RESOLUTION NO. 4058 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON PURSUANT <br />TO ORDINANCE NO. 15953 ALLOCATING PRIORITY CATEGORY 3 SEWER AL- <br />LOCATIONS. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Conditional Use Permits <br />P. C. Res. No. 970 <br />City Manager Trevino reported on a Conditional Use Permit application requested by <br />Reverend A. Johnson to construct a 20 foot by 20 foot addition to the rear of an <br />existing church located at 971 Fernando Street, to be used as a choir area. <br />Mr. Trevino advised the Planning Commission recommended approval of the Conditional <br />Use Permit application, at a public hearing held November 25, 1980, subject to 4 <br />conditions as outlined in Planning Commission Resolution No. 970. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to approve Planning <br />Commission Resolution No. 970, together with findings and conditions as listed <br />therein.
