374 Boards & Commissions <br />Utilities Commission <br />Mayor Gonzales referred to a report and recommendation from the Utilities Commis- <br />sion, objecting to Assemblyman Goggin's bill to amend Sections 777, 779 and 780 <br />of the Public Utilities Code. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to support and <br />adopt recommendation of Utilities Commission regarding Public Utilites Code. <br />Unanimous vote. <br />PUBLIC HEARINGS: <br />PArcnnnAl <br />Mayor Gonzales announced this was the Continuance of the Public Hearing to con- <br />sider amendments to the Personnel Rules and Regulations. <br />City Attorney Edwards stated this matter concerns the change in the name of a <br />position for that title in the Personnel Office by deleting the former classi- <br />fication of Personnel Assistant and adding the classification of Administrative <br />Assistant/Personnel. <br />Mayor Gonzales asked if anyone would like to be heard on this matter. <br />Mr. Richard A. Walters, 1784 Grand Avenue, Colton, asked if this change will in- <br />volve an increase in salary. <br />City Manager Gonzales replied in this particular case, no, as the person involved <br />will be making a lateral transfer, with the same salary and the same classifica- <br />tion. <br />Mayor Gonzales asked if the position of Administrative Assistant in the Department <br />of Community Services will be deleted and, if not, will the City be hiring someone <br />for that position. <br />City Manager Gonzales answered that the position of Administrative Assistant in <br />the Community Services Department is still there, and the City will be recruit- <br />ing in the near future to fill the vacancy. <br />Discussion followed between Mayor Gonzales and City Manager Gonzales regarding <br />the lateral transfer, whereby Mayor Gonzales stated he felt the City would <br />realize a savings by retaining the classification of Personnel Assistant rather <br />than upgrading the position to Administrative Assistant. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to terminate the Public <br />Hearing. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve Resolution <br />No. 3971. Upon Roll Call, the Vote was: <br />AYES: Three; Hayes , Cisneros, Rehrer. <br />NOES: One; Gonzales. <br />ABSENT: One; Temby. <br />Motion carried. <br />RESOLUTION NO. 3971 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING <br />RESOLUTION NO. 3949, ESTABLISHING A PAY AND CLASSIFICATION PLAN <br />FOR THE EMPLOYEES OF THE CITY OF COLTON, EFFECTIVE JULY 15 1979. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to pass First Reading <br />of Ordinance No. 1582 and waive further reading. Upon Roll Call, the Vote was: <br />AYES: Three; Hayes, Cisneros, Rehrer. <br />NOES: One; Gonzales. <br />ABSENT: One; Temby. <br />Motion carried. <br />ORDINANCE NO. 1582 - AN ORDINANCE OF THE CITY OF COLTON AMENDING THE CIVIL SERVICE <br />First Reading'— ORDINANCE TO SUBSTITUTE "ADMINISTRATIVE ASSISTANT/PERSONNEL" <br />FOR "PERSONNEL ASSISTANT". <br />FEB 10 1980 <br />
