374 Boards & Commissions Utilities Commission Mayor Gonzales referred to a report and recommendation from the Utilities Commis- sion, objecting to Assemblyman Goggin's bill to amend Sections 777, 779 and 780 of the Public Utilities Code. Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to support and adopt recommendation of Utilities Commission regarding Public Utilites Code. Unanimous vote. PUBLIC HEARINGS: PArcnnnAl Mayor Gonzales announced this was the Continuance of the Public Hearing to con- sider amendments to the Personnel Rules and Regulations. City Attorney Edwards stated this matter concerns the change in the name of a position for that title in the Personnel Office by deleting the former classi- fication of Personnel Assistant and adding the classification of Administrative Assistant/Personnel. Mayor Gonzales asked if anyone would like to be heard on this matter. Mr. Richard A. Walters, 1784 Grand Avenue, Colton, asked if this change will in- volve an increase in salary. City Manager Gonzales replied in this particular case, no, as the person involved will be making a lateral transfer, with the same salary and the same classifica- tion. Mayor Gonzales asked if the position of Administrative Assistant in the Department of Community Services will be deleted and, if not, will the City be hiring someone for that position. City Manager Gonzales answered that the position of Administrative Assistant in the Community Services Department is still there, and the City will be recruit- ing in the near future to fill the vacancy. Discussion followed between Mayor Gonzales and City Manager Gonzales regarding the lateral transfer, whereby Mayor Gonzales stated he felt the City would realize a savings by retaining the classification of Personnel Assistant rather than upgrading the position to Administrative Assistant. Moved by Councilman Hayes, seconded by Councilman Rehrer, to terminate the Public Hearing. Unanimous vote. Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve Resolution No. 3971. Upon Roll Call, the Vote was: AYES: Three; Hayes , Cisneros, Rehrer. NOES: One; Gonzales. ABSENT: One; Temby. Motion carried. Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to pass First Reading of Ordinance No. 1582 and waive further reading.
