4 2 4 Eleanor Beckwith be appointed to represent Colton on the Inland Library System <br />Lay Advisory Board as requested by the Public Library Board of Trustees. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, approving appointment <br />of Eleanor Beckwith to represent Colton on the Inland Library System Lay Advisory <br />Board. Unanimous vote. <br />PUBLIC HEARINGS: <br />Community Development Act <br />P. C. Res. No. 952 <br />Planning Director Trevino stated that in talking to a County representative, it is <br />the intent to schedule this matter for public input in the next two weeks, prior <br />to the next regular Council Meeting, at 6:30 p. m., and then hold the public hear- <br />ing on this matter at 7:30, July 1, 1980. <br />On Council consensus, the matter concerning Planning Commission Resolution No.. <br />952, approving application for use of Housing and Community Development Act <br />funds, was set for public input at 6:30, Tuesday, July 1, 1980, with the public <br />hearing to follow at 7:30 p. m., Tuesday, July 1, 1980. <br />Dance/Parade Permits <br />Mayor Gonzales referred to a letter dated June 16, 1980, from Joe B. Lopez, repre- <br />senting the Asociacion Mexicana Trabajadores Unidos, requesting permission to hold <br />the annual Mexican Independence Fiestas for 1980 on Friday, September 12, Saturday, <br />September 13, and Sunday, September 14, the celebration to include dances and a <br />parade on Sunday. Police Department assistance was also requested during the <br />Fiestas. <br />Acting City Manager Elliott stated there is no problem with this request and Staff <br />would recommend approval. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, approving request <br />for dances and parade on dates as outlined for the 1980 Mexican Independence <br />Fiestas, from Asociacion Mexicana Trabajadores Unidos. Unanimous vote. <br />CORRESPONDENCE: <br />Community Centers <br />Wholesale Produce Market <br />Acting City Manager Elliott read in full a letter dated May 27, 1980, from Effie <br />M. Botts, of the Regional Council on Aging, requesting the continuance of the <br />wholesale produce market program, utilizing a portion of Municipal Park and the <br />Hutton Community Center during inclement weather. <br />Mr. Elliott also referred to a memorandum dated May 5, 1980, from Recreation <br />Director Max Lofy regarding this program and request. <br />Mr. Lofy stated his recommendation has not changed, he would still recommend denial <br />of this request, for the reasons as outlined in his memorandum. <br />Mrs. Effie M. Botts, 481 West Olive Street, Colton, stated their group would like <br />to be able to continue using the Hutton Community Center for the wholesale produce <br />market as this program is really going over very well, and is getting bigger and <br />bigger all the time, however, they do need a place where the senior citizens can <br />come to and purchase the fruit and vegetables. <br />Councilman Rehrer expressed concern about this program getting bigger, and the <br />possibility of eventually getting into something else. Mr. Rehrer also express- <br />ed concern for our local grocers and their businesses. <br />Councilwoman Garcia stated she is very concerned about the legal aspects of sell- <br />ing this produce in the park to the senior citizens, and asked the City Attorney <br />for an opinion. <br />City Attorney Edwards stated there may be a liability factor involved. Food can <br />cause personal injury and a buyer who alleges that it made them ill could sue. <br />If the City participates in this type of sale, it may be brought into such a suit. <br />Councilwoman Garcia said she understood there have been complaints regarding bad <br />food in certain instances. <br />JUN 17 1980 <br />
