Mrs. Botts stated they are now practicing quality control with all of the foods, 425 <br />and are turning back the foods that might be spoiled or that they do not want. <br />Mrs. Botts said they are now getting nicer fruits and vegetables. <br />Councilwoman Garcia asked if this produce program is limited to only senior citizens. <br />Mr. Lofy responded that the first time they conducted this program he noticed there <br />were others present, not only senior citizens; however, the last few times only senior <br />citizens have attended. <br />Mrs. Botts stated they have tried to keep this program strictly for senior citizens, <br />however, they have also allowed members of Option House to participate, in an effort <br />to help them. <br />Mayor Gonzales stated there are also other legal aspects involved here, other <br />than the concern of possible spoiled food, and that is the fact that these <br />community centers have been used and occupied by other organizations and groups <br />for over two years, with their own particular programs, and it would not be fair <br />to ask them to move aside or jeopardize agreements or contracts the City may have <br />with them. <br />Councilwoman Garcia stated that although she is not against this program, or any <br />programs for senior citizens, it must be kept in mind that the Council Members <br />(� are responsible to the City of Colton entirely, and have a total responsibility <br />co to its people. Mrs. Garcia said the Community Centers are for everyone's use, <br />M not just for one particular group. <br />Q Councilman Hayes stated he was also concerned about possibly endangering the exist- <br />ing programs at the Centers. Mr. Hayes commended Mr. Lofy for a very well written <br />Q report on this issue. <br />Councilman Rehrer suggested that possibly some other facility might be used for <br />this produce program. Mr. Rehrer asked how many people are involved in this <br />program. <br />Mrs. Botts stated they had served 81 people today. <br />Councilman Rehrer then asked Mr. Lofy how many people participate in the Nuitrition <br />Program at the Center. <br />Mr. Lofy responded usually approximately 130 people, sometimes more. <br />Speaking in favor of the Produce Program for the senior citizens were Wes Hayden, <br />President of the Colton Chamber of Commerce, and Bea Hernandez, Director of the <br />Peter Luque Multi -Service Center. Mrs. Hernandez.stated, however, with the Nutri- <br />tion Program they have going at the Luque Center, it would be difficult to have <br />the Produce Program going at the same time. <br />Mayor Gonzales and Councilwoman Garcia both stated that Staff get together with <br />the senior citizens and work out details for use of Municipal Park, a suitable <br />location in the park for sale of the produce, etc. <br />Councilwoman Cisneros stated if other cities are participating in this program for <br />their senior citizens, then she felt the City of Colton could participate in the <br />program also. Mrs. Cisneros said the only time the Center would be used is during <br />bad weather, and this program is conducted only twice a month, therefore, she felt <br />the City should do something to help these people. <br />Additional discussion followed. Moved by Councilman Rehrer, seconded by Councilwoman <br />Cisneros, authorizing use of Municipal Park for the wholesale produce program, and <br />instructing Staff to meet with the senior citizens and work out the details that will <br />be equitable to both sides. Unanimous vote. <br />PLANNING COMMISSION REPORTS.AND RECOMMENDATIONS: <br />Conditional Use Permits <br />P. C. Res. No. 951 <br />Planning Director Trevino reported on a Conditional Use Permit application requested <br />by Lan Ron Builders, Inc., to construct 182 condominium units on 12.61 acres of land <br />located in an R-34 zone at the southeast corner of "C" Street, east of Meridian <br />Avenue, in Tentative Tract No. 11444. <br />Mr. Trevino advised that the Planning Commission, at a public hearing held June 10, <br />1980, recommended approval of the Conditional Use Permit application, subject to <br />findings and 16 conditions as outlined in Planning Commission Resolution No. 951. <br />JUN 17 1980 <br />
