Recommend denial. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve the Consent <br />Calendar. Unanimous vote. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Proclamation <br />Mayor Gonzales read in full a Proclamation commending Rhonda Lynn Spencer, Miss <br />Colton, for representing the City of Colton in 1979-80 and again in 1980-81. <br />The Proclamation was presented to Miss Spencer. <br />PUBLIC HEARINGS: <br />Prezoning <br />P. C. Res. No. 934 <br />0) Mayor Gonzales declared the Public Hearing open. <br />co <br />M City Clerk Ramos submitted the Affidavit of Publication and reported that no <br />protests or objections had been received. <br />< Planning Director Trevino stated this prezoning concerns properties currently <br />Q being annexed to the City of Colton, designated as Colton Annexation East 32, <br />which is presently zoned R -1-T, County zoning, and the City proposes a change <br />of zone to C-24, General Commercial with Special Conditions, R-1, Single -Family <br />Residential, and R -E, Residential Estates. <br />Mr. Trevino stated the proposed zoning is consistent with the City's General <br />Plan, which is designated for general commercial and low-density use. Mr. <br />Trevino advised that the Planning Commission held a public hearing on this <br />matter, February 26, 1980, and recommend approval of the prezoning as outlined <br />in Planning Commission Resolution No. 934, and Staff, therefore, recommends <br />First Reading of Ordinance No. 1583 be passed. <br />Mayor Gonzales asked if anyone desired to speak on this matter. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to terminate the Public <br />Hearing. Vote was unanimous. <br />Moved by Councilman Rehrer, seconded by Councilman Temby, to pass First Reading of <br />Ordinance No. 1583 and waive further reading. Unanimous vote. <br />ORDINANCE NO. 1583 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE NO. 9645 <br />First Reading- AS AMENDED, AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS. <br />Annexations <br />East 32 <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no <br />protests or objections had been received. <br />Planning. Director Trevino reported that this annexation consists of approximately <br />12 acres of land located south of Washington Street which is currently a County <br />pocket and is entirely surrounded by existing City boundaries. <br />Mr. Trevino continued the original annexation, initiated by Mr. John Olearo, con- <br />tained only 3.6 acres fronting on Washington Street, however, at a public hearing <br />held by the Local Agency Formation Commission, it was determined that the entire <br />island should be annexed rather than a portion, which was approved by L.A.F.C. <br />Resolution No. 1614, dated January 9, 1980, for the entire 12 acre island. <br />Mr. Trevino concluded that Staff therefore recommends adoption of Resolution No. <br />3990, approving Annexation East 32. <br />Mayor Gonzales asked if anyone desired to speak on this matter. <br />r, r <br />
