Vote was unanimous. <br />RESOLUTION NO. 3990 - <br />RESOLUTION APPROVING THE ANNEXATION OF CERTAIN UNINHABITED TERRI- <br />TORY, DESIGNATED "COLTON ANNEXATION EAST 3211, TO THE CITY OF COLTON <br />AND WITHDRAWING SAID ANNEXED AREA FROM COUNTY SERVICE AREA NO. 38 <br />AND IMPROVEMENT ZONE G OF COUNTY SERVICE AREA NO 38, AND COUNTY <br />SERVICE AREA NO. 70 AND IMPROVEMENT ZONE A OF COUNTY SERVICE AREA <br />NO. 70. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Conditional Use Permits <br />P. C. Res. No. 936 <br />Planning Director Trevino advised that the applicants, Kinder and Patteson, who <br />filed for the Conditional Use Permit application, Index No. C-3-80, have request- <br />ed, by letter dated March 17, 1980, a continuance of this matter until the next <br />regular Council Meeting. <br />Moved by Councilman Rehrer, seconded by Mayor Gonzales, to approve request from <br />applicants for continuance of item concerning a Conditional Use Permit applica- <br />tion, Index No. C-3-80, to the next regular Council Meeting. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Agreements <br />Dial -A -Ride <br />City Manager Gonzales presented an amendment to the Assignment of Dial -A -Ride Agree- <br />ment with OMNITRANS, advising that the City of Colton will negotiate its own Dial - <br />A -Ride contract and OMNITRANS will provide assistance if requested. <br />Mr. Gonzales stated if Council concurs with the amendment, Staff recommends that <br />the Mayor be authorized to sign said Agreement. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, approving and authorizing <br />Mayor to execute Assignment of Dial -A -Ride Agreement as outlined. Unanimous vote. <br />Budget <br />Mid -Year <br />City Manager Gonzales reported on the Mid -Year Budget Review and his recommendations <br />for Budget adjustments. Mr. Gonzales stated the net effect is a reduction to the <br />City's total Budget of $38,385. <br />Moved by. Councilman Hayes, seconded by Councilman Rehrer, approving P1id-Year Budget <br />adjustments as outlined and recommended by the City Manager. Unanimous vote. <br />Resolution No. 3991 <br />City Manager Gonzales presented Resolution No. 3991 for Council's consideration and <br />approval, concerning the designation of Benny Gonzales, City Manager, as the <br />City's Local Agent in applying for Federal financial assistance under the <br />Disaster Relief Act, to provide State and Federal disaster assistance. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve RESO- <br />LUTION NO. 3991. Vote was unanimous. <br />ORAL COMMUNICATIONS: <br />Mr. Gordon Bjorklund, 1364 Norman Road, Colton, spoke to the City Council, stating <br />first of all he would like to thank the City Council for allowing him to speak at <br />a public meeting and for the privilege of commenting on various issues. <br />Mr. Bjorklund said there were still several questions left unanswered and matters <br />concerning so much of the secrecy surrounding City Hall that still bothers him. <br />Mr. Bjorklund reiterated statements made in the newspapers and comments concern- <br />ing the reinstatement of Jerry Young, the political contribution made to Council- <br />man Temby and the State Law regarding such contributions. <br />�920 <br />
