385 <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to adopt Ordinance <br />No. 1578. Motion carried, with Councilman Rehrer voting NO. <br />Councilman Rehrer said he would like to make a statement about this Ordinance. Mr. <br />Rehrer said he has heard comments that he is against cable television and he would <br />like the public and news media to know that he is not against cable television, he <br />thinks it is a necessity, however, the thing that he has objected to, since this <br />ordinance was accepted, is the fact that the City is going to award a contract to <br />a company that has never been in the actual production of television. <br />Ordinance No. 1582 <br />Second Reading <br />City Attorney Edwards introduced Ordinance No. 1582 for Second Reading, reading it <br />as to number and title only: <br />ORDINANCE NO. 1582 - AN ORDINANCE OF THE CITY OF COLTON AMENDING THE CIVIL SERVICE <br />Second Reading). ORDINANCE TO SUBSTITUTE "ADMINISTRATIVE ASSISTANT/PERSONNEL" <br />FOR "PERSONNEL ASSISTANT". <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to waive further <br />reading of Ordinance No. 1582. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to adopt Ordinance <br />No. 1582. Motion carried, with Mayor Gonzales voting NO. <br />ORAL COMMUNICATIONS: <br />Mr. Gordon Bjorklund, 1364 Norman Road, Colton, stated he is a registered voter in <br />this City and has voted at City Elections for the past six years. Mr. Bjorklund <br />said in the past the voters have been kept apprised of what is taking place in <br />their City through elections and newspaper articles, however, this last year, or <br />more specifically the last eight months, have been mostly a combination of contra- <br />dictions, confrontations, contrivances and confusion. <br />Mr. Bjorklund continued there have been more closed -door sessions by the Council <br />and, with the exception of Mayor Gonzales and Councilman Hayes who have opened <br />themselves to discussion and have covered the issues, the others, he felt, have <br />given the public the attitude that they did not have to respond to certain ques- <br />tions, they did not have to be available to make comments, and this kind of atti- <br />tude has started to bother him. Mr. Bjorklund stated he could not go to the voting <br />booth on April 8th and vote until he gets some answers to some of the questions that <br />have been left hanging. <br />Mr. Bjorklund said he would like to address his first question to Councilman <br />Rehrer. <br />City Attorney Edwards then explained to Mr. Bjorklund the proper procedure that <br />is to be followed during Council Meetings, as outlined in the City of Colton Council <br />Meetings Manual of Procedure, by directing all questions to the Presiding Officer, <br />the Mayor, and not to a particular Council Member. <br />Mr. Bjorklund then directed his questions to the Mayor, requesting responses from <br />Councilman Rehrer, Councilman Temby, Councilwoman Cisneros and City Attorney Edwards, <br />on the following matters: <br />Previous Budget Sessions and expenditures for City Council Budget, their salaries <br />and office expenses; <br />The request and approval of a Civil Service Board hearing for Jerry Young and his <br />reinstatement, abstaining from voting and a possible Conflict of Interest due to <br />a political campaign contribution, rulings of the Civil Service Board hearing and <br />alleged discrepancies on its findings, the Civil Service System ordinance as it re- <br />lates to City employees and an update of this ordinance; <br />Grant monies that are received for various projects in the City, the amount of <br />money that is received and how it is spent, and the balance of funds remaining; <br />The operation of the City's Sewer Plant and a question as to the profit of the <br />plant; <br />A resolution that was prepared to dismiss former City Manager Tom Calabrese, and <br />who requested the City Attorney to prepare this resolution; <br />The hiring of an outside attorney to defend the City Council during the proceedings <br />to dismiss former City Manager Tom Calabrese and the expenses involved; <br />The dismissal of former Finance Director Eugene Helsley and the reason involved, and <br />the cut in salary he was forced to take. <br />
