384 MAYOR'S REPORTS AND PROCLAMATIONS: <br />Proclamations <br />Mayor Gonzales read in full a Proclamation honoring National Music Week, the first <br />week of May, and a commemorative Band Concert to be held in Fleming Park on May 4, <br />1980, at 2:30 p. m., by the Colton High School Band. <br />The Proclamation was presented to Mrs. Marjorie Holtzendorff, Music Chairman and <br />Member of the Colton Woman's Club. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Planning Case Files <br />Planning Director Trevino reported on a request from H. R. Welch to build an addi- <br />tion to the existing residential structure located at 345 West D Street, which will <br />cost in excess of $5,000. <br />Mr. Trevino described the surrounding zoning and uses, advising that the subject <br />property is located in an M-1 zone, and referred to Section 18.32.110 of the <br />Municipal Code and Zoning Ordinance, setting forth the rules and regulations for <br />such a request. <br />Mr. Trevino concluded the Planning Commission, at a meeting held February 26, 1980, <br />recommended approval of this request. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve request <br />for remodeling and addition to dwelling at 345 West D Street in excess of $5,000 <br />from H. R. Welch. Vote was unanimous. <br />Conditional Use Permits <br />P. C. Res. No. 935 <br />Mr. Trevino reported on a Conditional Use Permitapplication requested by Maclin <br />Open Aire Markets and Auctions to allow on-site sale of beer and wine on property <br />located at 1901 West Valley Boulevard. -- <br />Mr. Trevino stated that Staff study and investigation of the site concluded that <br />an arrangement of the type requested would tend to intensify an already crowded, <br />congested situation, and controlled parking and circulation would become a very <br />serious concern. <br />Mr. Trevino advised that the Planning Commission held a public hearing on this <br />matter, February 26, 1980, and recommended denial of the Conditional Use Permit <br />application due to the findings as listed in Planning Commission Resolution No. <br />935. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, approving Planning Com- <br />mission Resolution No. 935, denying request of applicant, Index No. C-2-80. Vote <br />was unanimous. <br />Zoning <br />P. C. Res. No. 934 <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to set for Public Hearing <br />on Tuesday, March 18, 1980, Planning Commission Resolution No. 934, Prezoning of <br />Annexation East 32, Index No. A-1-80,. Unanimous vote. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Ordinance No. 1578 <br />Second Reading <br />City Attorney Edwards introduced Ordinance No. 1578 for Second Reading, reading it <br />as to number and title only: <br />ORDINANCE NO. 1578 - AN ORDINANCE OF THE CITY OF COLTON, GRANTING A NON-EXCLUSIVE <br />Second Reading FRANCHISE FOR A CABLE TELEVISION SYSTEM TO BUENA VISTA CABLE <br />TV OF COLTON, INC. <br />Moved by Councilman Temby, seconded by Councilman Hayes, to waive further reading <br />of Ordinance No. 1578.
