Vote was <br />unanimous. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Assessment District No. 78-2 <br />Mr. William Showalter, of W. R. Showalter & Associates, gave a status report on <br />Assessment District No. 78-2, stating that the construction and plans are pro- <br />gressing as anticipated according to Contracts A and B. Mr. Showalter stated <br />the phases of construction include the completion of Washington Street, extend- <br />ing westerly from Mt. Vernon Avenue, the construction of a storm drain system, <br />from Interstate Highway 15 extending westerly and southerly to the Santa Ana <br />River, and the construction of a 3,000,000 gallon water reservoir together with <br />approximately 10,000 feet of transmission pipeline. <br />Mr. Showalter stated if the Council Members had any questions regarding Assessment <br />District No. 78-2, he would be happy to answer them. <br />Electric Division <br />Rate Study <br />Q Mr. Gale Drews, Electric Utility Director, stated last year the City received a whole- <br />sale rate increase from Southern California Edison Company, which went into effect on <br />August 15, 1979, and the City, in turn, put into effect an interim rate increase in <br />the amount of 4.6%. Mr. Drews said during this interim, the R. W. Beck & Associates <br />conducted a rate study for the City of Colton to determine the City's near-term <br />future revenue requirements from its electric customers and to develop rates that <br />will adequately recover these projected revenue requirements. <br />Mr. Ron Locher, of R. W. Beck & Associates, then reviewed the,Electric Rate Study <br />for the City of Colton, as prepared by R. W. Beck & Associates, with the Council <br />Members, outlining the effects of Edison's increase in the City's cost of purchas- <br />ed power, the proposed rates to recover the City's revenue requirements, and pro- <br />jected future rates and increases. Mr. Locher also reviewed a Five -Year Plan of <br />Major System Improvements for the City's Electric Utility System as prepared by <br />R. W. Beck & Associates. <br />Mayor Gonzales then read a letter from Robert Blinkinsop, Chairman of the Utilities <br />Commission, advising that the Utilities Commission accepted the final proposed rates <br />and approved the rate schedules as presented, and recommended adoption of Resolution <br />No. 4001. <br />After additional discussion, moved by Councilman Hayes, seconded by Councilman <br />Rehrer, approving RESOLUTION NO. 4001, adopting a new Electric Utility Rate <br />Schedule. Unanimous vote. <br />Transportation <br />Dial -A -Ride <br />Acting City Manager Elliott stated at a previous meeting, the City Council dis- <br />cussed the possibility of providing Dial -A -Ride service to the Inland Shopping <br />Center and directed Staff to research and report back to the Council. <br />Mr. Elliott advised the present contract with Yellow Checker Leasing, Inc., de- <br />fines the service area as being within the corporate boundaries of the City, <br />and the City Attorney, as outlined in his memorandum dated March 17, 1977, has <br />stated neither pick-up nor delivery are to be out of those limits. <br />Mr. Elliott stated the City Council, however, may amend the agreement by including <br />the Inland Shopping Center as part of the service area and, since the service is <br />based on number of vehicles and hours of service, there would not be any additional <br />cost to the City. <br />Councilman Rehrer was concerned that the City would be starting a precedent for <br />service to other areas outside of Colton if the City were to provide this service <br />to the Inland Center. <br />Councilwoman Garcia also felt the Council should maintain the Dial -A -Ride service <br />within the confines of the City of Colton. <br />No further action was taken on this item. <br />MAY , 0 19SO0 <br />
