Planning <br />Soliciting Proposals for General Plan revision. <br />467 <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve the Consent <br />Calendar. Unanimous vote. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Colton Justice Court <br />Mayor Gonzales referred to his memorandum dated September 11, 1980, recommending <br />Staff be authorized to initiate legal proceedings against the County Board of <br />Supervisors regarding the closing of the Colton Justice Court. <br />Mayor Gonzales stated if all of the Council Members concur, he would like to <br />recommend this matter be referred to our City Attorney for action. <br />Council Members were in agreement with the recommendation made by Mayor Gonzales. <br />Proclamations <br />Mayor Gonzales read in full two Proclamations, one concerning Colton's Western <br />Days, September 28 through October 5, 1980, presented to Chamber of Commerce <br />(Y, President, Wes Hayden, and the other declaring September 21 through 27, 1980, as <br />National Cystic Fibrosis Week. <br />Q Mr. Wes Hayden commended the City Staff for their cooperation and assistance, and <br />Q gave each Council Member an envelop containing family tickets to Colton's Western <br />Q <br />Days. <br />Awards <br />Mr. James F. Celano, District Manager of the San Bernardino Office of the Automobile <br />Club of Southern California, presented to the Mayor and City Council and Acting City <br />Manager Elliott placques awarding the City of Colton with the Pedestrian Safety <br />Citation from the American Automobile Association for no pedestrian fatalities in <br />1979. <br />PUBLIC HEARINGS: <br />Community Services <br />Off -Site Improvements <br />Mayor Gonzales declared the continuation of the Public Hearing. <br />Director of Community Services Calvin Wang reported on a petition from property <br />owners adjacent to Walnut Street rquesting installation of curb, gutter and side- <br />walk pursuant to Chapter 27, Division 7 of the Streets and Highway Code. Mr. <br />Wang advised that all the required notices to the affected property owners have <br />been sent out, and the formal affidavit certifying to the mailing and posting of <br />notices has been submitted to the City Clerks office for the official records. <br />Mr. Wang concluded if there are no protests or objections heard this evening, it <br />would be in order for the City Council to adopt Resolution No. 4031, ordering the <br />construction of these improvements. <br />Mayor Gonzales asked if anyone desired to speak on this matter. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, the Public Hearing was <br />terminated. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve Resolution <br />No. 4031. Unanimous vote. <br />RESOLUTION NO. 4031 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALI- <br />FORNIA, MAKING FINDINGS, OVERRULING PROTESTS AND OBJECTIONS, <br />AND ORDERING THE CONSTRUCTION OF CERTAIN IMPROVEMENTS PUR- <br />SUANT TO SECTION 5870, ET SEQ., OF THE STREETS AND HIGHWAYS <br />CODE. (CHAPTER 27, DISTRICT NO. 80-19) <br />Southern California Edison Company <br />Condemnation Proceedings <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Declaration of Mailing and the Affidavit of Publi- <br />cation, and reported that no protests or objections had been received. <br />SEP 1 6 1980 <br />
