E1 F <br />Mr. Hutton stated, inasmuch as no new personnel were allocated, it is planned <br />to take one of the current full time persons in the Park Division and provide <br />an educational process to obtain the needed know how for the parks irrigation <br />systems. <br />Councilwoman. Cisneros asked for clarification on the assignment of work for the <br />four part-time persons. Councilwoman Cisneros asked if they would be assigned <br />to do just park cleanup or will they also be assigned other work. <br />Mr. Hutton stated it is intended that they would only be assigned to take care <br />of the Parks and not other areas. <br />Mr. Castorena inquired about a correction needed on Page 482, Account 17, <br />Uniforms. <br />City Manager Elliott pointed out that Page 482, should indicate a Department <br />Request of $1,425 and a Manager Recommendation of $1,050. <br />Auto Shops <br />Mr. Hutton reported that the Automotive Superintendent has retired, however, <br />this position is not to be filled until the completion of the Employee Classi- <br />fication Study. Mr. Hutton requested that a temporary person be hired in the <br />interim to help pick up the slack and keep the rolling stock in working condition. <br />City Manager. Elliott stated that he felt he has authority to handle this type <br />of personnel matter and recommended that this be worked out at the staff level. <br />Mr. Hutton reported on Page 530 a request was made for a sky light to help the <br />poor lighting situation in the auto shop area. Mr. Hutton said this would also <br />reduce the electrical usage. <br />City Manager Elliott stated that he deleted this because the City is still in the <br />process of studying the possibility of relocating the City Yards. <br />Staff indicated a correction on Page 520, Uniforms, should reflect the amount <br />of $500.00 instead of $300.00. <br />Water Utility <br />Water Superintendent, Mr. Lyons, said his division is in dire need of an addi- <br />tional man, one who can perform as Inspector/Cross-Connection Serviceman. <br />Mr. Lyons stated this position would enforce the installation of backflow -devi- <br />ces at all required services and would free the City from the continuation of <br />chlorination required by the State Health Department. Mr. Lyons said the sav- <br />ings in chlorination would pay for the position. <br />Mr. Lyons reported that another position on Page 534, Maintenance Man I was <br />deleted and this position could very well be paid by the collection of service <br />charges in connection with the backflow devices. Mr. Lyons said the devices <br />are currently being tested privately for $50.00 each. <br />City Manager Elliott responded that the Water Utility is currently being sub- <br />sidized considerably from various other funds. <br />Mr. Hutton stated the Community Services Department encompasses the largest <br />manned organization of the City and the quality of.services provided by each <br />of the divisions is all going to depend upon the availability of manpower, <br />and at some point in time, the City is going to have to consider additional <br />personnel to continue the quality of service. <br />Reservoirs <br />Mr. Hutton said the amount of $500,000 will cover the necessary engineering <br />design work, site work, road improvement and water main extension for a 3 <br />million gallon water reservoir *ntecito), to be located off of Reche Canyon <br />Road. Mr. Hutton stated this will implement the Water Master Plan in the <br />Cooley Ranch and Mohave area, which was pointed out as being deficient by 4 <br />million gallons of storage water. <br />L JUIN 18 1985 <br />
