77 <br />City Manager Elliott responded that Council could decide if that was what they <br />wanted, that the change to twice a week refuse pickup could begin August 1, 1985, <br />and be' -funded from the Sewer derating Reserve Pund. <br />A lengthy discussion followed with City Manager Elliottrsuggesting, that, <br />perhaps, R. W. Beck might consider doing a Refuse Study along with the Water <br />Study for the price originally quoted of $20,000. <br />Staff stated that a 5 -year Program Study Report for the Refuse could. not be <br />provided immediately and that 30 days would be needed in order to provide adequate <br />xfi <br />and sufficient date for the Council to consider before making a decision. <br />Community Services Director Hutton stated the Colton Dump Site would probably reach <br />capacity in the fall of next year and thereafter, the City would probably go to <br />San Timoteo or Fontana, which currently has a 3 -year capacity. <br />Councilman Rehrer asked where all the increases in the recap are being.funded <br />from. <br />City Manager Elliott reported they are being funded from :unappropriated reserves, <br />leaving a balance of $46,450 Unappropriate Reserve and $485,321 Contingency <br />Q Reserve. <br />� BUDGET: <br />Refuse Cont. <br />CO <br />Q Mayor Huntoon stated that at the present -once a week pickup, the City has already <br />subsidized the Refuse Department to~the tune of $820,012, and if we go to twice <br />•a week pickup prior to implementing a rate increase, this amount is going to <br />continue to grow. <br />After considering and discussing the issue moved by Councilman Rehrer, seconded <br />by Councilwoman Cisneros, to initiate twice a week Refuse Pickup beginning <br />August 1, 1985, and to instruct Staff to bring.back a report to the Council. <br />Unanimous vote. <br />Electric <br />Councilman Rios commended Electric Utility.Director Drews and R. W. Beck for <br />their rate study and the fact that no power increase will be needed this year. <br />Police <br />Councilman Rios inquired about .the costs.for the Detective Division to relocate <br />across the street from the Civic Center. <br />Acting Chief Connolly submitted the cost of $10,560 as the first year's initial <br />expense. <br />Parks and Recreation <br />Councilman Rios stated that.he.feels strongly that the Parks & Recreation Commis- <br />sion is doing an outstanding job for the community and.that monies should be <br />allocated to allow the Commission to attend the important conferences. <br />Libra <br />Councilman Rios inquired about the $5,298 carryover shown in the Library Budget. <br />City Manager Elliott reported these are State Funds that have not yet been expended <br />and were inadvertently not previously shown in the Library Budget as a carry over. <br />Civil Defense <br />Councilman Rios inquired as to the information requested for the cost of purchasing <br />the 4 -wheel drive vehicle for the Civil Defense Division. <br />Acting Chief of Police Connolly reported he had just acquired some information <br />via telephone on a lease rather than purchase option. <br />JUN 24 J%5 <br />
