52 <br />PUBLIC HEARINGS: <br />pavannn al <br />Mayor Huntoon declared the Public Hearing open. <br />Personnel Officer Elliott submitted the Affidavit of Posting and re- <br />ported that no protests or objections had been received. <br />Personnel Officer Elliott advised the amendment to the City's Pay and <br />Classification Plan relates to the new position of Police Reserve Dis- <br />patcher, which will be totally voluntary and non -compensating, similar k <br />to that of Police Reserve Officer. Mr. Elliott then referred to a <br />copy of the new job description for Police Reserve Dispatcher. Mr. <br />Elliott concluded if Council concurs, Staff would recommend approval <br />of the job description as presented. <br />Mayor Huntoon asked if,anyone present desired to speak on this matter. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, the <br />Public Hearing was terminated. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve <br />Staff's recommendation and new job description for Police Reserve Dis- <br />patcher. Unanimous vote. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Fogg Street Grade Separation Project <br />Acting Community Services Director John Hutton reported that he had <br />attended a Public Utilities Commission hearing in Los Angeles today <br />on the Fogg Street Grade Separation Project. A determination will <br />be made in May, 1985, and he felt that things look favorable. <br />Personnel <br />Mr. Hutton reported on a request from the Parks and Recreation Commis- <br />sion to hire part-time personnel, on a temporary basis, for help in <br />maintaining and beautifying the City's parks during the summer months. <br />Mr. Hutton stated last year the Council approved the hiring of two <br />part-time, temporary people to maintain -Municipal Park during this <br />season, with great success, and the Parks and Recreation Commission <br />would now like to request that the City expand this program to include <br />all the City's parks, utilizing the interest from the Parks Development <br />Tax Fund. Mr. Hutton advised the cost for hiring six part-time em- <br />ployees, beginning June 1 and ending September 30, 1985, would be <br />approximately $8,748. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, to defer this <br />matter to a later date. Unanimous vote. <br />Parks <br />Res. No. 4587 <br />Mr. Hutton reported the Parks and Recreation Commission is also re- <br />questing that funds from the Parks Development Tax Fund be utilized <br />to purchase and install two sets of aluminum bleachers on concrete <br />slabs at Davis Park, at an estimated cost of $3,764.; renovate the <br />ballfield at Davis Park, at an estimated cost of $1,594.; and purchase <br />one additional set of bleachers at Central Park, at a cost of $2,867., <br />for a total cost of $8,225. for these improvements. Mr. Hutton said a <br />resolution has been prepared outlining the improvements and costs for <br />these projects. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve <br />Resolution No. 4587.
