PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: Report/Study on City Services Planning Director Aguilera reported on the Southeast Colton Services and Facilities Financing and Management Plan as compiled by LSA Con- sultants, the focus of the study being Circulation and Traffic, Elec- trical Power, Sewer, Water, Fire Protection, Police Protection, and Solid Waste Disposal. Mr. Aguilera said in summary, the report indicates that capacities of City provided utilities or services, except Fire and Police, will not be severly impacted by the currently proposed projects listed on Table "A". It also states that Table "A" represents about 18 percent of what total buildout could be. The report indicates that by the time build- out occurs, all of the services will begin to become impacted. In order to plan for the future, the report states that the City should consider certain fees or other types of actions at present which would alleviate problems in the future. Mr. Bill Mayer, representing LSA Consultants, spoke to the Council re- garding their study stating the object was to examine the current six or seven projects in the area, looking at each development and the impact on services. Mr. Mayer advised they interviewed several de- partments that would be effected to better come up with the possible impacts on the area. AUG 6 1%5
