91 <br />Mr. Mayer then reviewed the findings and recommendations with regard <br />to traffic and circulation, referring to the DRS study, Electrical, <br />Sewers, Water, Fire Protection, Police Protection, and Solid Waste. <br />Mr. Mayer advised there are several financing mechanisms available for <br />the Council to consider. <br />Mr. Aguilera then continued with his report stating Staff would make <br />the following recommendations based on the findings of the report: <br />The Community Services Department and Planning's Development <br />Review Committee create an action program to be presented to <br />the City Council which would outline specific fees or actions <br />which would lead to resolution of future problems as identi- <br />fied in the report. <br />The Police Department be allocated five new police officers <br />in order to properly serve the area. Funding of approxi- <br />mately $80,000 may be made currently by the use of General <br />Fund monies which are expected to increase by $300,000 due <br />to an oversight by the State. Staff also recommends that <br />0 the City Council create a Benefit Assessment District which <br />co would require all new development to fund Police and Fire <br />LO personnel for that area. <br />0 Fire coverage be improved by acceptance of the land to be <br />IM dedicated by Robertson Homes and that the facilities and <br />Q equipment be funded by the Redevelopment Agency. The fund- <br />ing of personnel should be made part of the aforementioned <br />benefit assessment district which would also fund the Police <br />personnel. <br />Proposed projects in the area be allowed to build as proposed <br />but a condition of approval be that these projects agree to <br />enter into a Maintenance District in the future for the purpose <br />stated beforehand and that all new development also be required <br />to enter into this District and pay their prorated share. <br />Mr. Aguilera concluded if Council concurs with Staff's recommendations <br />and the Southeast Colton Services and Facilities Financing and Manage- <br />ment Plan, adoption of the report and the recommendations would be in <br />order. <br />Mayor Huntoon stated if the Council accepts this report, would the <br />City be implementing all of these recommendations. <br />City Manager Elliott then outlined the work and studies that Staff <br />has been doing on this matter, referring to the short and long term <br />goals. Mr. Elliott advised that General Fund monies and Revenue Shar- <br />ing Funds could be utilized to implement the Police and Fire services <br />for additional man power, as those are the two services most urgent at <br />this time. <br />Councilman Rios stated he had no problem with the study as presented, <br />however, he would like to have some additional time to absorb these <br />recommendations. <br />After additional discussion among Council Members and Staff, moved by <br />Councilman Rehrer, seconded by Councilman Rios, to accept and approve <br />the Southeast Colton Services and Facilities Financing and Management <br />Plan as presented, and refer the matter to Staff for further review <br />and study, and report back to the Council. No. 1684, 2nd Rdg. <br />Planning Director Aguilera advised that Ordinance No. 1684 was on the <br />Agenda for Second Reading, which involves the Zone Change request of <br />Robertson Homes, and it was up to rhe Council as to which way they <br />wanted to proceed. <br />Mr. Hardy Strozier, Planning Consultant for Robertson Homes, stated he <br />felt the study was well done and they would support the recommendations <br />of Staff.
