<br />Mr. Hutton said the State Regional Water Quality Control Board has in-
<br />dicated their concern over the expediency of this line replacement, and
<br />formal enforcement action could be taken by the State Board if some-
<br />thing towards a permanant solution is not done, therefore, Staff feels
<br />that time is a major factor, especially because the winter months and
<br />rainy weather are upon us.
<br />Mr. Hutton concluded Staff would recommend taking the following actions
<br />Authorize the use of sewer connection funds in the amount of
<br />$822,900 for the engineering and construction of the sewer line.

<br />normal procedures, however, due to the time constraints, being faced
<br />with inclement weather, the State Board's concern, etc., they felt
<br />it would be more expedient to handle the matter as Staff has outlined.
<br />After additional discussion among Council Members, Staff and Mr.
<br />Krieger, moved by Councilwoman Cisneros, seconded by Councilman Rehrer,
<br />to approve Staff's recommendations as outlined, and Resolution No.

<br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS:
<br />Colton Joint Unified School District
<br />City Manager Elliott reported that approximately 17 years ago an agree-
<br />ment was approved between the City and the Colton Joint Unified School
<br />District which provided that the City furnish police officers at func-
<br />tions and activities of the School District.
<br />Mr. Elliott continued that recently it was determined the Federal Fair
<br />Labor Standards Act applies to City employees, including police officer
<br />and these provisions complicate an already complex situation; therefore
<br />it is believed that the City should no longer provide police officers
<br />to the School District.
<br />Mr. Elliott concluded Staff recommends that the agreement between the
<br />City and the School District be terminated and the City no longer
<br />furnish police officers to the School District.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to ap-
<br />prove Staff's recommendation as outlined. Unanimous vote.
