Mr. Stro.zier requested that Council favorably consider <br />Second Reading of Ordinance No. 1684. <br />Moved by Councilman Rios, seconded by Councilwoman Cisneros, to pass <br />Second Reading and adopt Ordinance No. 1684. Unanimous vote. <br />ORDINANCE NO. 1684 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDI- <br />(Second Reading) NANCE NO. 16029 AS AMENDED, AND PROVIDING FOR CER- <br />TAIN ZONE RECLASSIFICATIONS. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Water Rate Study <br />Res. No. 4641 <br />Acting Community Services Director John Hutton reported on a proposed <br />Water Rate Study, to be performed by R. W. Beck & Associates, at a <br />cost of $20,000. Mr. Hutton advised the study can be financed from <br />funds collected for water acreage fees, Account No. 51-961. <br />Mr. Hutton concluded if Council concurs, Staff would recommend approval' <br />of the selection of R. W. Beck & Associates to perform a Water Rate <br />Study in the amount of $20,000, and approval of Resolution No. 4641 <br />transferring funds from Account No. 51-961 for the study. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, approving <br />firm of R. W. Beck & Associates to perform Water Rate study, and ap- <br />proval of Resolution No. 4641. Unanimous vote. <br />RESOLUTION NO. 4641 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON AMENDING THE 1985-86 FISCAL YEAR BUDGET. <br />Fogg Street Grade Separation Project <br />Mr. Hutton requested authorization to send Requests for Proposals for <br />the Fogg Street Grade Separation. Mr. Hutton advised this Project did <br />not receive a high enough rating on the Public Utilities Commission's <br />priority list this year to receive funding for the 1985-86 fiscal year. <br />Mr. Hutton said the firm of Moffatt and Nichol have submitted an esti- <br />mated cost of $251,325 for the work to be done, however, Staff feels <br />the City may wish to request proposals from other bridge engineers for <br />this project. <br />Mr. Hutton concluded Staff recommends Council authorize the Acting <br />Director of Community Services to send requests for proposals for the <br />lowering of the roadway section at the Fogg Street Grade Separation. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve <br />Staff's recommendation with regard to the Fogg Street Grade Separation. <br />Unanimous vote. <br />Sewers <br />Res. No. 4642 <br />Mr. Hutton read his memorandum regarding replacement of the main line <br />sewer for the La Cadena Sewer Lift Crossing at the Santa Ana River, <br />which was destroyed during a major storm in March, 1983. <br />Mr. Hutton informed the Council that Staff had meetings with the Army <br />Corps of Engineers to discuss the work to be done, and they agreed to <br />perform the work at a cost of $1,250,000, with the Corps contribution <br />being $250,000. <br />Mr. Hutton continued that by utilizing the firm of Krieger and Stewart <br />as the City's construction management team, and seeking proposals from <br />local contractors who specialize in this type of work, the City could <br />save $250,000 or more. Mr. Hutton advised Krieger and Stewart have <br />proposed to complete the job by October of this year, at an estimated <br />total cost of $822,900. <br />AUG 6 1985 <br />
