96 Mr. Jess Rae Booth, President of Harbor Southwest Development, 2525 East Arizona Biltmore Circle, Phoenix, Arizona, spoke to the Council Members with regard to their proposed project and the Traffic and Circulation Report, stating the study indicates that the requirements of Staff have been met, or exceeded. Mr. Booth submitted a signed letter from residents of Reche Canyon stating their support of his company's project. Mr. Booth advised they are willing to participate in the formation of a future assessment district, if that .is the way the City decides to go. Mr. Booth concluded he would be happy to answer any questions the Council Members may have. Mr. Bob Massey, 12446 Reche Canyon Road, spoke in favor of the pro- posed project and report as submitted by Harbor Southwest Develop- ment. Upon no one else stepping forward to speak, Mayor Pro Tem Rehrer terminated the Public Hearing. Moved by Councilwoman Cisneros, seconded by Councilman Rios, to ap- prove Staff's recommendation and Resolution No. 4645. Unanimous vote. RESOLUTION NO. 4645 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON APPROVING FILE INDEX NO. DRC 17-85A, A NEGATIVE DECLARATION WITH MITIGATING MEASURES.. MAYOR'S REPORTS AND PROCLAMATIONS: League of California Cities Mayor Pro Tem Rehrer stated the Council needs to designate a Voting Delegate and Alternate for the League of California Cities Conference in San Francisco in October. Moved by Councilwoman Cisneros, seconded by Councilman Rios, designs ing Mayor Huntoon as the Voting Delegate and Mayor Pro Tem Rehrer as the Alternate for the League of California Cities Conference. Vote was unanimous. CITY MANAGER'S REPORTS AND RECOMMENDATIONS: Traffic Regulations and Control Res. No. 4643 City Attorney Edwards reported on the installation of a stop sign, which is needed southbound on Vista Way at Orangegrove, as outlined in Resolution No. 4643. Moved by Councilman Rios, seconded by Councilwoman Cisneros, to ap- prove Resolution No. 4643. Unanimous vote. RESOLUTION NO. 4643 - RESOLUTION AMENDING RESOLUTION NO. 2119 PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF COLTON ON THE SIXTH DAY OF DECEMBER, 1960, TO INCLUDE ADDITIONAL THROUGH STREETS AND STOP IN- TERSECTIONS. Fees/Traffic City Attorney Edwards presented Resolution No. 4644 for Council's co sideration and approval, relating to establishing fees fqr engineer- ing services for performing traffic counts. Mr. Edwards advised th presently there is no fee for this service, and Staff feels the charge should be established.
