96 <br />Mr. Jess Rae Booth, President of Harbor Southwest Development, 2525 <br />East Arizona Biltmore Circle, Phoenix, Arizona, spoke to the Council <br />Members with regard to their proposed project and the Traffic and <br />Circulation Report, stating the study indicates that the requirements <br />of Staff have been met, or exceeded. Mr. Booth submitted a signed <br />letter from residents of Reche Canyon stating their support of his <br />company's project. Mr. Booth advised they are willing to participate <br />in the formation of a future assessment district, if that .is the way <br />the City decides to go. Mr. Booth concluded he would be happy to <br />answer any questions the Council Members may have. <br />Mr. Bob Massey, 12446 Reche Canyon Road, spoke in favor of the pro- <br />posed project and report as submitted by Harbor Southwest Develop- <br />ment. <br />Upon no one else stepping forward to speak, Mayor Pro Tem Rehrer <br />terminated the Public Hearing. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to ap- <br />prove Staff's recommendation and Resolution No. 4645. Unanimous <br />vote. <br />RESOLUTION NO. 4645 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON APPROVING FILE INDEX NO. DRC 17-85A, A <br />NEGATIVE DECLARATION WITH MITIGATING MEASURES.. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />League of California Cities <br />Mayor Pro Tem Rehrer stated the Council needs to designate a Voting <br />Delegate and Alternate for the League of California Cities Conference <br />in San Francisco in October. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, designs <br />ing Mayor Huntoon as the Voting Delegate and Mayor Pro Tem Rehrer as <br />the Alternate for the League of California Cities Conference. Vote <br />was unanimous. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Traffic Regulations and Control <br />Res. No. 4643 <br />City Attorney Edwards reported on the installation of a stop sign, <br />which is needed southbound on Vista Way at Orangegrove, as outlined <br />in Resolution No. 4643. <br />Moved by Councilman Rios, seconded by Councilwoman Cisneros, to ap- <br />prove Resolution No. 4643. Unanimous vote. <br />RESOLUTION NO. 4643 - RESOLUTION AMENDING RESOLUTION NO. 2119 PASSED <br />AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF <br />COLTON ON THE SIXTH DAY OF DECEMBER, 1960, TO <br />INCLUDE ADDITIONAL THROUGH STREETS AND STOP IN- <br />TERSECTIONS. <br />Fees/Traffic <br />City Attorney Edwards presented Resolution No. 4644 for Council's co <br />sideration and approval, relating to establishing fees fqr engineer- <br />ing services for performing traffic counts. Mr. Edwards advised th <br />presently there is no fee for this service, and Staff feels the charge <br />should be established. <br />Moved by Councilman Rios, seconded by Councilwoman Garcia, to approve <br />Resolution No. 4644.
