ORDINANCE NO. 1695 - AN ORDINANCE OF THE CITY OF COLTON AMENDING (First Reading) ORDINANCE NO. 16029. AS AMENDED, AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS. Zoning Ord. No. 1696 Mayor Huntoon declared the Public Hearing open. City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or objections had been received. Mrs. Ramos referred to a letter from the applicants requesting a continuation of this matter. City Attorney Edwards then read in full a letter dated December 3, 1985, from the applicants, Jerry Stanley and Ray Mazna, requesting that their zone change application and public hearing be continued to the Council Meeting of Tuesday, December 17, 1985, and that this matter be returned to the Planning Commission for review of additional items. Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to approve continuance of Public Hearing on Planning Commission Resolution No. 2060, Index No. A-6-85, to Tuesday, December 17, 1985. Unanimous vote. CITY MANAGER'S REPORTS AND RECOMMENDATIONS: Agreements Res. No. 4687 City Manager Elliott reported on the Fairway Meadows Multifamily Proj- ect, consisting of a 124 unit apartment complex to be constructed by DANCOMM, with the financing bonds to be issued by the Housing Authority of the County of San Bernardino. Mr. Elliott stated Resolution No. 4687 approves the transfer of the in- ducement resolution of the City for the Project to the Housing Author- ity and also approves an Agreement of Cooperation between the City of Colton and the Housing Authority, authorizing the Housing Authority to undertake the financing of the project. Mr. Elliott concluded Staff recommends the City Council adopt Resolu- tion No. 4687 for the purpose of allowing this financing to proceed for completion prior to the end of the year, and approval of the Agreement of Cooperation. Moved by Councilwoman Cisneros, seconded by Councilman Rios, to ap- prove Resolution No. 4687, and authorize the Mayor to execute Agree- ment between the City of Colton and the Housing Authority of the County of San Bernardino. RESOLUTION NO. 4687 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON APPROVING THE TRANSFER OF AN INDUCEMENT RESOLUTION TO THE HOUSING AUTHORITY OF THE COUNTY OF SAN BERNARDINO AND APPROVING AN AGREE- MENT OF COOPERATION BETWEEN THE CITY AND SAID AUTHORITY (FAIRWAY MEADOWS PROJECT). CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: General Plan Amendment/Zoning Res. No. 4685 & Ord. No. 1693 City Attorney Edwards advised that Resolution No. 4685, regarding a General Plan Amendment, Index No. G-3-85, and Second Reading of Ordi- nance No. 1693, regarding a zone change, Index No. A-7-85, are before the Council for adoption. Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to approve Resolution No. 4685, pass Second Reading and adopt Ordinance No. 1693. Unanimous vote. AEC 31985
