1 2 Moved by Councilwoman Cisneros, seconded by Councilman Rios, to pass <br />First Reading of Ordinance No. 1695, and waive further reading. Vote <br />was unanimous. <br />ORDINANCE NO. 1695 - AN ORDINANCE OF THE CITY OF COLTON AMENDING <br />(First Reading) ORDINANCE NO. 16029. AS AMENDED, AND PROVIDING <br />FOR CERTAIN ZONE RECLASSIFICATIONS. <br />Zoning <br />Ord. No. 1696 <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. Mrs. Ramos referred <br />to a letter from the applicants requesting a continuation of this <br />matter. <br />City Attorney Edwards then read in full a letter dated December 3, <br />1985, from the applicants, Jerry Stanley and Ray Mazna, requesting <br />that their zone change application and public hearing be continued to <br />the Council Meeting of Tuesday, December 17, 1985, and that this matter <br />be returned to the Planning Commission for review of additional items. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to approve <br />continuance of Public Hearing on Planning Commission Resolution No. <br />2060, Index No. A-6-85, to Tuesday, December 17, 1985. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Agreements <br />Res. No. 4687 <br />City Manager Elliott reported on the Fairway Meadows Multifamily Proj- <br />ect, consisting of a 124 unit apartment complex to be constructed by <br />DANCOMM, with the financing bonds to be issued by the Housing Authority <br />of the County of San Bernardino. <br />Mr. Elliott stated Resolution No. 4687 approves the transfer of the in- <br />ducement resolution of the City for the Project to the Housing Author- <br />ity and also approves an Agreement of Cooperation between the City of <br />Colton and the Housing Authority, authorizing the Housing Authority to <br />undertake the financing of the project. <br />Mr. Elliott concluded Staff recommends the City Council adopt Resolu- <br />tion No. 4687 for the purpose of allowing this financing to proceed for <br />completion prior to the end of the year, and approval of the Agreement <br />of Cooperation. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to ap- <br />prove Resolution No. 4687, and authorize the Mayor to execute Agree- <br />ment between the City of Colton and the Housing Authority of the <br />County of San Bernardino. Unanimous vote. <br />RESOLUTION NO. 4687 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON APPROVING THE TRANSFER OF AN INDUCEMENT <br />RESOLUTION TO THE HOUSING AUTHORITY OF THE <br />COUNTY OF SAN BERNARDINO AND APPROVING AN AGREE- <br />MENT OF COOPERATION BETWEEN THE CITY AND SAID <br />AUTHORITY (FAIRWAY MEADOWS PROJECT). <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />General Plan Amendment/Zoning <br />Res. No. 4685 & Ord. No. 1693 <br />City Attorney Edwards advised that Resolution No. 4685, regarding a <br />General Plan Amendment, Index No. G-3-85, and Second Reading of Ordi- <br />nance No. 1693, regarding a zone change, Index No. A-7-85, are before <br />the Council for adoption. <br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to approve <br />Resolution No. 4685, pass Second Reading and adopt Ordinance No. 1693. <br />Unanimous vote. <br />AEC 31985 <br />
