Unanimous vote. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Mayor Huntoon stated that at a previous Council Meeting the Council ap- <br />proved a proposal from the Inland Mediation Board and, since then, he <br />met with a representative of that Board and new facts were presented, <br />and Mayor Huntoon felt that the Council should also know those facts. <br />Mayor Huntoon moved that the former Council action be revoked, that the <br />Board be invited to make a presentation to the Council, and the Counci <br />then decide on the proposal. Motion seconded by Councilman Rios and <br />unanimously passed. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Planning Files/Text Amendments <br />Ord. Nos. 1676 and 1677 <br />Planning Director Aguilera reported on a Text Amendment to Title 18 of <br />the Municipal Code, Chapter 18.32, relating to Administration and add- <br />ing procedures for development agreements. <br />Mr. Aguilera continued that a development agreement is a contract be- <br />tween the City and a developer which states the City agrees to allow <br />the developer to use the property as permitted, and for as long as the <br />terms of the contract specify. Mr. Aguilera advised before the City <br />enters into a development agreement, it must first adopt rules and reg- <br />ulations which govern the agreements. <br />Mr. Aguilera stated it is Staff's opinion that by adopting regulations <br />the City is not agreeing to enter into a development agreement with <br />anyone at the present time, and having this tool available to be used <br />at any time may encourage future business and improvements in the City <br />by offering a development agreement. <br />Mr. Aguilera concluded that Planning Commission Resolution No. 2032 out- <br />lines the recommendations of the Planning Commission for approval of <br />the Text Amendment, and if Council concurs, first reading of Ordinance <br />No. 1676 would be in order. <br />After discussion, moved by Councilman Rehrer, seconded by Councilman <br />Rios, to pass First Reading of Ordinance No. 1676, and waive further <br />reading. Unanimous vote. <br />JAN 15 1 <br />
