Mayor Huntoon asked if anyone present desired to speak in favor of or in opposition to this matter. Mr. Richard Henderson, representing Henderson Development Company, presented copies of additional material and aerial photos of the property to the Council Members, stating he was respectfully request- ing approval of this development, as they felt the location was per- fect for their project and it would definitely enhance that area. Mr. Henderson then gave a brief description of the proposed improvements and development. Mayor Huntoon asked how many units they will have. Mr. Henderson answered 336 units will be provided. Mayor Huntoon expressed his concern about Fairway Drive, stating it is a narrow, busy road, and he felt the proposed development would add to the traffic congestion. Mayor Huntoon referred to the accumulative study in progress, and said he felt the City should wait until this study is completed. Mr. Henderson stated they intend to widen Fairway Drive, along the frontage of their development. Mr. Wes Hayden, 279 West Litton Street, Colton, spoke about a trucking company in that same area, and stated he felt the City should take a really good look at this development because of the increase in traffic and congestion. Speaking in favor of the project were the following: Fred Wilkins, property owner on Fairway Drive. Jerald Hollingsworth, owner of Golf Course on Fairway Drive. Cecil Hollingsworth, owner of Golf Course on Fairway Drive. Councilman Rios stated the City has been talking about widening Fair- way Drive for some time, along with other streets in Colton, however, he does not feel it is fair for developers to provide the road improve meets or penalize them, and their projects, because this has not yet been done by the City. Councilwoman Garcia stated she was also concerned about the increase in traffic along Fairway Drive, because it is already congested with a great deal of traffic, and the road is very narrow and curving. After additional discussion, moved by Councilwoman Cisneros, seconded by Councilman Rios, the Public Hearing was terminated. Unanimous vote Moved by Councilwoman Cisneros, seconded by Councilman Rios, to pass First Reading of Ordinance No. 1686, and waive full reading. Upon Roll Call the Vote was: AYES: Three; Rios, Cisneros, Garcia. NOES: One; Huntoon. ABSENT: One; Rehrer. Motion carried. ORDINANCE NO. 1686 - AN ORDINANCE OF THE CITY OF COLTON AMENDING (First Reading) ORDINANCE NO. 16029 AS AMENDED, AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS. Moved by Councilwoman Cisneros, seconded by Councilman Rios, to ap- prove RESOLUTION NO. 4636. Upon Roll Call the Vote was: AYES: Three; Rios, Cisneros, Garcia. NOES: One; Huntoon. ABSENT: One; Rehrer. Motion carried. ADJOURNMENT: JUL. 16 05
