C.D.B.G. <br />Mayor Huntoon declared the Public Hearing open. <br />Community Development Director Aguilera reported that no protests or <br />objections had been received. <br />Mr. Aguilera reviewed the Annual Performance Report on the 1983-84 <br />Community Development Block Grant 83-STBG-077 Housing Rehabilitation <br />Program in conformance with the Agreement with the California State <br />Department of Housing and Urban Development. Mr. Aguilera referred <br />to a breakdown of grant activities and expenditures for the grant <br />period from 9/18/84 through 6/30/85. <br />Mr. Aguilera continued the Housing Rehabilitation Program has exceeded <br />the milestone goal set forth in the application regarding the number <br />of structures to be rehabilitated; six structures were estimated and <br />seven are currently completed or under construction. Although the <br />number of rehabs exceeds the projected quantity, the program has util- <br />ized funds in an amount less than the maximum projected in the mile - <br />O stone goals. It was estimated that approximately $128,000 could be <br />expended as of June 30, 1985, whereas the actualamount is $979215.28. <br />Lo Staff time, overhead costs and loan amounts have all been less than <br />anticipated. This difference should allow for more loan awards than <br />0 the twenty originally estimated. This would provide added benefit to <br />the community as well as indicate to the California State Department <br />Q of Housing and Urban Development that the City of Colton has demon- <br />strated the ability to manage a grant program to the benefit of the <br />intended recipients by utilizing State funds to the maximum benefits <br />possible. <br />Mr. Aguilera concluded if Council concurs with the Annual Performance <br />Report, a motion to accept the Report as being a complete description <br />of project activities and expenditures on Grant No. 83-STBG-077 and <br />authorization of Staff to submit the report to H.U.D. would be in <br />W <br />order. <br />Mayor Huntoon asked if anyone present desired to speak on this matter. <br />Upon no one stepping forward, on motion of Councilman Rios, seconded <br />by Councilwoman Cisneros, the Public Hearing was terminated. Vote <br />was unanimous. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to ap- <br />prove Staff's recommendation with regard to Annual Performance Re- <br />port on Grant No. 83-STBG-077. Unanimous vote. <br />Zoning/General Plan Amendment <br />Ord. No. 1686 & Res. No. 4636 <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Mr. Aguilera reported the applicant, Henderson Development Company, <br />has applied for a Zone Change, from R-1 to R-3, and a General Plan <br />Amendment, on property located on the north side of Fairway Drive, <br />west of the Lytle Creek Channel, to build multi -family residential <br />units on the site. <br />Mr. Aguilera advised the Planning Commission considered this matter <br />at a Public Hearing held June 25,1985, and concluded that for this <br />particular site, because of the high bluff to the north, the Warm <br />Creek Channel to the east, the motel to the south, and the other high- <br />density land to the west, the applicant's proposal was indeed the <br />highest and best use of this oddly -shaped property. <br />Mr. Aguilera concluded if the Council concurs with Planning Commission <br />Resolution Nos. 2044 and 2045, adoption of Resolution No. 4636 and <br />First Reading of Ordinance No. 1686 would be in order. <br />JUL16 <br />
