MAYOR'S REPORTS AND PROCLAMATIONS: Boards & Commissions Mayor Huntoon recommended that Hilda Garcia and Donald McIntosh be reappointed to the Library Board for additional terms, which will expire on June 30, 1987. Mayor Huntoon asked for ratification of these reappointments. Moved by Councilwoman Cisneros, seconded by Councilman Rios, ratify- ing reappointments of Hilda Garcia and Donald McIntosh to the Library Board. Unanimous vote. Legislation Res. No. 4616 Mayor Huntoon stated that Resolution No. 4616, supporting passage of Assembly Bill 1868, will be discussed under the City Attorney's Re- ports and Recommendations. PUBLIC HEARINGS: Zoning/Conditional Use Permits Ord. No. 1684 Mayor Huntoon declared the Public Hearing open. City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or objections had been received. Planning Director Aguilera reported on the Zone Change request and Conditional Use Permit application, from Robertson Homes, for their project which will be located on the northwest corner of Washington Street and Meadow Lane, containing approximately 16.7 acres of vacant land, zoned C-2, General Commercial. Mr. Aguilera stated the appli- cant plans to construct.367 apartment units on the site and in order for the City to allow this use of the land, the -zoning must be changed to C-1, Light Commercial Mr. Aguilera advised the Planning Commission reviewed this matter on May 28, 1985, and recommended approval, together with the Conditions of Approval, as outlined in Planning Commission Resolution No. 2042. Mr. Aguilera said Condition No. 14 requires that the applicant agrees to have a management concept as outlined, and the applicant has agreed to the concept and has submitted a letter indicating how Robertson Homes will comply.
