W <br />Mr. Aguilera concluded if the Council agrees with Planning Commission <br />Resolution No. 2042, a motion to pass First Reading of Ordinance No. <br />1684 would be in order. <br />Mayor Huntoon asked if anyone present desired to speak in favor of <br />or in opposition to this matter. <br />Mrs. Emma Brozgold, 1150 Meadow Lane, stated she is not opposed to <br />the proposed apartments, however, she wanted to know how they plan <br />to provide for the parking of RV's, boats, campers, etc. <br />Mr. Hardy Strozier, representing the applicant/developer Robertson <br />Homes, spoke to the Council regarding the proposed development, ad- <br />vising they have been working with the City Staff for some time on <br />this project, it is a good design of one and two bedroom garden apart- r..... <br />ments with a planned commercial center. Mr. Strozier said they propose <br />to provide RV parking on the site and additional parking areas, however <br />they will restrict the number for parking of RV's and large vehicles <br />in the area. <br />Mr. Strozier then spoke about discussions with Mayor Huntoon regarding <br />the impact the proposed developments will have on City services, ad- <br />vising that Robertson Homes will provide signalization at their major <br />entry and corner, which will improve traffic conditions and control, <br />add to the existing streets in the area, and provide a fire station <br />site. Mr. Strozier said Robertson Homes is prepared to make a sizeable <br />committment to this community, an investment of approximately $30,000 <br />for a project that will far exceed any development that Colton now has., <br />Mr. Strozier stated this is a unique development of good quality and <br />design, and would set the demand for higher quality projects in the <br />City. <br />Mr. Strozier then stated that his client and the seller have some tax <br />and corporation problems, therefore, they need to consumate the sales <br />agreement or the program may fall apart, and they must have some posi- <br />tive direction from the City Council on this project. Mr. Strozier <br />stated they are not opposed to working with the City, in giving some <br />support, either on a consulting basis or financially, in resolving any <br />intrastructure short falls, however, they do need some positive direc- <br />tion and consideration from the City. <br />Mr. Strozier recommended passing first reading of Ordinance No. 1684 <br />and then, during the interim, before second reading, perform the ac- <br />cumulative impact study on the existing and proposed developments, as <br />discussed previously. <br />Mayor Huntoon expressed his concern over existing developments and <br />proposed developments in the area, referring to the school impaction <br />report and the impact on City services. Mayor Huntoon stated that <br />an accumulative impact study is necessary and he would not like to <br />obligate this Council to consider first reading of any ordinance un- <br />til a study has been completed. <br />City Manager Elliott advised that a study of this nature would cost <br />approximately $30,000, and as of this time, the City does not have <br />those monies budgeted. <br />Mr. Strozier stated he would be willing to speak for his client in of- <br />fering to fund such a study, providing the City would, at a later date, <br />reimburse them, and consider first reading of the ordinance. <br />After additional discussion, moved by Councilwoman Cisneros, seconded <br />by Councilman Rios, the Public Hearing was terminated. Unanimous vote., <br />Mayor Huntoon moved that the City embark on an accumulative impact <br />study for the existing and proposed developments with regard to City <br />services, and that the developers work very closely with the City <br />Manager in facilitating this matter. <br />Councilwoman Garcia asked if the motion also included first reading of <br />the ordinance. <br />JUN 18 1985 <br />
