Mayor Huntoon answered no, only for implementing the study. '71 <br />Mr. Strozier then stated that his client would be willing to fund the <br />study and work very closely with the City on this, in consideration of <br />first reading of the ordinance. Mr. Strozier said they need more posi- <br />tive direction from the City Council. Mr. Strozier stated the second <br />reading on the ordinance could be held up until they have some results <br />back for the Council on the study. <br />After additional discussion, Mayor Huntoon said he would include first <br />reading of the ordinance in his motion, on the proviso that the impact <br />study be made. Motion seconded by Councilman Rios and unanimously <br />passed. <br />ORDINANCE NO. 1684 - AN ORDINANCE OF THE CITY OF COLTON AMENDING <br />(First Reading) ORDINANCE NO. 16029 AS AMENDED, AND PROVIDING <br />FOR CERTAIN ZONE RECLASSIFICATIONS. <br />Zoning <br />Ord. No. 1685 <br />Mayor Huntoon declared the Public Hearing open. <br />Q City Clerk Ramos submitted the Affidavit of Publication and reported <br />(D that no protests or objections had been received. <br />LO Planning Director Aguilera reported on a zone change on property lo - <br />0 cated south of Fairway Drive and west of El Camino Real, containing <br />approximately 2.25 acres of land presently zoned C-2, General Commer- <br />cial and FP -1, Flood Plain, with a proposed zoning of Business Park <br />as designated in the City's General Plan. <br />Mr. Aguilera advised the Planning Commission reviewed this matter and <br />unanimously agreed that the highest and best use for this property <br />would be the Business Park designation, as outlined in Planning Com- <br />mission Resolution No. 2043. <br />Mr. Aguilera concluded if Council concurs, it would be in order to <br />consider first reading of Ordinance No. 1685. <br />Mayor Huntoon asked if anyone present desired to speak on this matter. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, the <br />Public Hearing was terminated. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to pass <br />First Reading of Ordinance No. 1685, and waive further reading. Vote <br />was unanimous. <br />ORDINANCE NO. 1685 - AN ORDINANCE OF THE CITY OF COLTON AMENDING <br />(First Reading) ORDINANCE NO. 16859 AS AMENDED, AND PROVIDING <br />FOR CERTAIN ZONE RECLASSIFICATIONS. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Agreements <br />Res. No. 4611 <br />City Manager Elliott reported on a request for an Agreement of Coopera- <br />tion with the County Housing Authority to provide multi -family bond <br />financing from Harbor Southwest Development, developers of Indian Knoll <br />Apartments and Reche Canyon Apartments. Mr. Elliott stated the Agree- <br />ment has been amended to include three conditions, as outlined in his <br />memorandum, and Staff would recommend approval of the Agreement and <br />adoption of Resolution No. 4611. <br />Mr. Jess Rae Booth, President of Harbor Southwest Development, spoke <br />to the Council Members with regard to the two projects, advising that <br />the Indian Knolls Apartments are almost ready for occupancy, while the <br />Reche Canyon Apartment complex is just being developed. Mr. Booth said <br />it is imperative that they have Council's concurrence on this project <br />as the sale of bonds is being held tomorrow in Los Angeles. Mr. Booth <br />stated they have met all of the City's requirements for the improve- <br />ments and services. <br />
