PT <br />!e4 <br />Zoning <br />Ord. No. 1679 <br />Mayor Huntoon declared the Continuance of the Public Hearing. <br />City Clerk Ramos submitted the Affidavit of Posting the Notice of <br />Continuance and reported that no protests or objections had been <br />received. <br />Planning Director Aguilera reported on a change of zone, from M-1 to <br />SP, Specific Plan, on property containing approximately 143 acres of <br />vacant and improved land, located south of Interstate 10 and west of <br />Hunts Lane. <br />Mr. Aguilera continued the City of Colton has adopted the Santa Ana <br />River Redevelopment Project Specific Plan and since a specific plan <br />takes precedence over a general plan, the zoning must conform to the <br />requirements of the specific plan. The Specific Plan was adopted <br />with full knowledge and cooperation of the property owners involved. <br />Mr. Aguilera advised the City is in the process of finalizing the new <br />zone SP, Specific Plan, for the purpose of having this plan, and others <br />in the future, conform to the requirements of the law. By changing <br />these properties from M-1 to SP, the requirements stated in the Santa <br />Ana River Redevelopment Project Specific Plan shall govern the land <br />uses, which means that portion of the Plan, entitled Section 4, will <br />regulate development standards. <br />Mr. Aguilera stated the Planning Commission reviewed this matter and <br />recommended approval, as outlined in Planning Commission Resolution* <br />No. 2038, and, if Council concurs, it would be in order to consider <br />First Reading of Ordinance No. 1679. <br />Mayor Huntoon asked if anyone present desired to speak in favor of or <br />in opposition to this matter. <br />Upon no one stepping forward, moved by Councilwoman Cisneros, second- <br />ed by Councilman Rios, the Public Hearing was terminated. Unanimous <br />vote. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to.pass <br />First Reading of Ordinance No. 1679, and waive full reading. Vote <br />was unanimous. <br />ORDINANCE NO. 1679 - AN ORDINANCE OF THE CITY OF COLTON AMENDING <br />(First Reading) ORDINANCE NO. 16029 AS AMENDED, AND PROVIDING <br />FOR CERTAIN ZONE RECLASSIFICATIONS. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />C. D. Housing Rehab. Program <br />Planning Director Aguilera reported on the Community Development <br />Rehabilitation Program advising that the response to this program <br />has exceeded expectations and, if loan applications continue at the <br />present pace, the City may very will reach the program goals much <br />sooner than anticipated. Mr. Aguilera then gave a status report <br />on applications that have been received, the stages of processing, <br />and advised that Staff anticipates approximately twenty rehabilita- <br />tion loans will be made with the grant funds available. <br />Mr. Aguilera then referred to Resolution No. 4563, approving a re- <br />lease of Community Development funds for implementing housing re- <br />habilitation activities and authorizing the Director of Community <br />Development to execute all documents pertaining to those cases. <br />Mr. Aguilera also commended Lisa Dickey, Community Development Co- <br />ordinator, for her expertise and diligence in the Housing Rehabili- <br />tation Program. <br />Mr. Aguilera concluded if Council concurs with the report, it would <br />be in order to adopt Resolution No. 4563. <br />VAR 5 85 <br />
