62 <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve <br />Resolution No. 4603. Unanimous vote. <br />RESOLUTION NO. 4603 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON APPROVING THE FINANCING OF A MULTI -FAMILY <br />RENTAL HOUSING PROJECT. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Agreements/Contracts <br />General Plan Update <br />Planning Associate David Zamora reported on the selection of a con- <br />sulting firm to update the City's General Plan and Housing Element, <br />advising that on April 23, 1985, an ad hoc committee and the Plann- <br />ing Director reviewed proposals from eight consulting firms, and on <br />April 30, 1985, interviewed the top four submittals. <br />Mr. Zamora continued that on May 14, 1985, the Planning Commission <br />approved the recommendation of the ad hoc committee and Staff, agree- <br />ing that the firm of Community Systems Associates, Inc. (CSA) would <br />be the consulting firm to best address the needs of the City, and <br />that this recommendation be forwarded to the City Council. <br />Mr. Zamora concluded if the Council agrees with the Planning Commis- <br />sion recommendation, it would be in order to approve the firm of Com- <br />munity Systems Associates, Inc., to update the City's General Plan and <br />Housing Element. <br />Mr. Jack Cook, Chairman of the Planning Commission, stated he was <br />present during the interviews with these firms, and if the Council <br />Members had any questions, he would be happy to try and answer them. <br />Councilman Rios asked when was the last time the General Plan was up- <br />dated. <br />Mr. Zamora replied in 1981. <br />Councilwoman Garcia stated her concern is that this time the General <br />Plan be adhered to. Councilwoman Garcia stated in 1981 the Council <br />adopted the current General Plan and then proceeded to play hopscotch <br />zoning with it, instead of simply eliminating the inconsistencies that <br />existed betweeen the General Plan and the Zoning Ordinance. <br />Councilwoman Garcia asked if this update would be all inclusive, <br />residential, commericial, industrial, etc. Mrs. Garcia further asked <br />if the Staff was recommending the $63,442 or is the recommendation for <br />the inclusion of the options for a total of $76,702? <br />City Manager Elliott responded the update would be all inclusive and <br />staff is recommending the project at $63,000. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve <br />the firm of Community Systems Associates, Inc., to update the City's <br />General Plan and Housing Element. Upon Roll Call, the Vote was: <br />AYES: Three; Rios, Cisneros, Huntoon. <br />NOES: One; Garcia. <br />ABSENT: Rehrer. <br />Motion carried. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Disputed Electrical Billings <br />Electric Utility Director Gale Drews made a presentation to the City <br />Council, referring to memorandums and reports from the Finance and <br />Electric Departments, regarding the disputed electrical billings from <br />customers, Mr. Frank Gonzales, Mr. Richard Ramirez, and Mr. Alfonso <br />Garcia. <br />MAY 21 WS <br />�J <br />
