p• <br />Mr. Aguilera concluded Staff requests that the City Manager be author- <br />ized to execute a contract with Community System Associates, Inc., for <br />the General Plan update. <br />Councilman Rios asked the amount of funds the City has received from <br />the County that can be applied to the update of the General Plan. <br />Mr. Aguilera stated the amount is $50,000, and C.S.A.'s cost for the <br />proje.ct is $62,000. Mr. Aguilera said the additional $12,000 will <br />be taken from General Plan monies. <br />After discussion, moved by Councilman Rios, seconded by Councilwoman <br />Cisneros,_to approve and authorize the City Manager to execute a con- <br />tract with Community Systems Associates, Inc., for update of the Gen- <br />eral Plan. Motion carried, with Councilwoman Garcia voting NO. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />School District <br />Res. Nos. 4679 and 4680 <br />City Manager Elliott advised the Rialto School District has presented <br />to the City of Colton an impaction report as provided by Government <br />Code Section 65971 and Colton's Ordinance No. 1681. <br />Mr. Elliott continued Staff has reviewed the impaction report, met <br />with Rialto School District staff, and find their impaction report <br />complies with Ordinance No. 1681. Mr. Elliott said a previous Rialto <br />School District impaction report set school facility fees at $1,566 <br />per dwelling unit, and the new impaction report recommends a split <br />in fees between single family dwelling units, of $2,076, and multi- <br />family dwelling units, of $1,262.22. <br />Mr. Elliott concluded Staff recommends the adoption of Resolution No. <br />4679, finding that overcrowded conditions exist in the Rialto School <br />District, and Resolution No. 4680, fixing school facility fees in that <br />portion of Colton within the Rialto School District. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to ap- <br />prove Resolution Nos. 4679 and 4680. Unanimous vote. <br />RESOLUTION NO. 4679 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON FINDING THAT OVERCROWDED CONDITIONS <br />EXIST IN THE RIALTO UNIFIED SCHOOL DISTRICT. <br />RESOLUTION NO. <br />Permits/Parades <br />4680 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON FIRING A SCHOOL FACILITIES FEE IN THAT <br />PORTION OF COLTON IN THE RIALTO UNIFIED SCHOOL <br />DISTRICT. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to ap- <br />prove Parade Permit requested by the Colton High School Associated <br />Student Body for their Homecoming Parade on Friday, November 8, 1985, <br />at 5:00 p. m.
