City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or objections had been received. City Manager Elliott reported on the financing of a commercial project, proposed to be constructed by Las Palomas Associates, to be undertaken by the Redevelopment Agency pursuant to the provisions of the Commun- ity Redevelopment Law, and will involve an installment sale financing arrangement, including the issuance of certificates of participation, in the amount of 1.5 million dollars. Mr. Elliott concluded Staff rec- ommended approval of Resolution No. 4686. Mayor Huntoon asked if anyone present desired to speak on this matter. Moved by Councilman Rios, seconded by Councilwoman Garcia, to terminate the Public Hearing. Vote was unanimous.
