124 <br />Mr. Aguilera advised the Planning Commission, at the public hearing <br />held October 22, 1985, recommended approval of Planning Commission <br />No. 2056, for the Conditional Use Permit application, subject to con- <br />ditions as listed therein, Planning Commission Resolution No. 2057, <br />for the'zone change, and Planning Commission Resolution No. 2058, for <br />the General Plan Amendment. <br />Mr. Aguilera concluded if Council concurs with these recommendations, <br />it would be in order to approve Planning Commission Resolution No. <br />2056, First Reading of Ordinance No. 1693, and Resolution No. 4685. <br />Mayor Huntoon asked if anyone present desired to speak on this matter. <br />Mr. Paul Young, Facility Coordinator for Interwest Medical Corporation,: <br />spoke to the Council Members with regard to the proposed facility, out- <br />lining the services their hospital offers, and stating this will be an <br />excellent facility for the elderly, or anyone, in the Colton community. <br />Also speaking in favor of this matter were: <br />Mr. Ralph Kilborn, 393 Reche Canyon Road, Colton. <br />Mrs. Dorothy Dixon, Colton. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to close the <br />Public Hearing. Unanimous vote. <br />City Attorney Edwards stated it would be in order to consider First <br />Reading of Ordinance No. 1693, and consider Resolution No. 4685 after <br />second reading of the ordinance. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to pass <br />First Reading of Ordinance No. 1693, and waive further reading. Vote <br />was unanimous. <br />ORDINANCE NO. 1693 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDI- <br />(First Reading) NANCE NO. 16029 AS AMENDED, AND PROVIDING FOR CER- <br />TAIN ZONE RECLASSIFICATIONS. <br />Text Amendment <br />Ord. No. 1694 <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Mr. Aguilera advised that Robertson Homes recently requested a reduc- <br />tion in the parking and unit size requirements for their project, and <br />the Planning Commission agreed, based on information from other sur- <br />rounding cities indicating that Colton's requirements were more strict <br />than other cities. Mr. Aguilera said an ad hoc committee was created <br />to investigate the feasibility of changing the Zoning Ordinance to be <br />in line with other cities' requirements. <br />Mr. Aguilera stated after hearing the report from the ad hoc committee, <br />the Planning Commission recommended that only the parking standards <br />be reduced under certain conditions, as outlined in Planning Commission <br />Resolution No. 2055. Mr. Aguilera concluded if Council is in agreement <br />First Reading of Ordinance No. 1694 would be in order. <br />Mayor Huntoon asked if anyone present desired to speak on this matter. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, to terminate <br />the Public Hearing.
