108 Planning 8 Director Aguilera stated First Reading of Ordinance No. 1686 <br />_ <br />was passed at a Council Meeting held July 16, 1985, however, this <br />Ordinance did not pass Second Reading. Mr. Aguilera advised State <br />law requires that a definite decision be made on zone change issues <br />and this item is being presented again for Council's consideration. <br />Mr. Aguilera said Staff and the Planning Commission recommend Second <br />Reading be passed and Ordinance No. 1686 be adopted. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to waive <br />further reading of Ordinance No. 1686. Unanimous vote. <br />Mayor Huntoon stated that because of the impaction study on City ser- <br />vices, and the contemplated results of that study, he would not be in <br />favor of this development. <br />k, <br />Moved by Councilman Rios, seconded by Councilwoman Cisneros, to pass <br />Second Reading and adopt Ordinance No. 1686. Upon Roll Call, the Vote <br />was: <br />AYES: Three; Rios, Cisneros, Garcia. <br />NOES: Two; Huntoon, Rehrer. <br />ABSENT: None. <br />Motion carried. <br />ORDINANCE NO. 1686 - AN ORDINANCE OF THE CITY OF COLTON AMENDING OR - <br />(Second Reading) DINANCE NO. 16029 AS AMENDED, AND PROVIDING FOR <br />CERTAIN ZONE RECLASSIFICATIONS. <br />COMMUNITY SERVICES REPORTS AND RECOMMENDATIONS: <br />Cemetery <br />Res. No. 4651 <br />Acting Community Services Director, John Hutton, advised at the re- <br />quest of the Cemetery Commission, Staff contacted other cemeteries in <br />the San Bernardino area to determine the present rate structures re- <br />lated to plot, service and sales costs. After review of the informa- <br />tion, it was found that the City's present fees were 15% to 20% below <br />the average fees. This information was presented to the Cemetery Com- <br />mission and, after reviewing the data, a recommendation was made to <br />present Resolution No. 4651, adjusting the cemetery fees accordingly. <br />Mr. Hutton concluded the Cemetery Commission and Staff recommend adop- <br />tion of Resolution No. 4651. <br />Councilwoman Cisneros stated that although she can appreciate the <br />operation of the cemetery needs to be supplemented, she feels that <br />an increase in rates and services will not bring about the appro- <br />priate resolution to this situation, and the monies would not be <br />dispersed accordingly to alleviate the problems at the Cemetery. <br />Mr. Wes Hayden, Member of the Cemetery Commission, explained the <br />recommendations the Cemetery Commission had made and would like to <br />see implemented to assist the cemetery operations. <br />Acting Director of Finance, Ruby Andengaard, also explained the ac- <br />counting procedures set up and followed relating to the operation <br />and maintenance of Hermosa Cemetery. <br />After additional discussion, moved by Councilman Rehrer, seconded <br />by Councilman Rios, to approve Resolution No. 4651. Motion carried, <br />with Councilwoman Cisneros voting NO. <br />RESOLUTION NO. 4651 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON ESTABLISHING A SCHEDULE OF RATES FOR <br />CEMETERY SERVICES. <br />Engineering/Fees <br />Res.
