<br />Resolution No. 4660, which outlines this procedure.

<br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS:
<br />Fleming Park
<br />City Manager Elliott reported on a request from the Catholic Chari-
<br />ties Diocese of San Bernardino for use of Fleming Park on Saturday,
<br />October 12, 1985, from 1:00 to 6:00 p. m., for a Public Awareness/
<br />O Fiesta Day.
<br />❑ Councilman Rios questioned this item, stating to his knowledge once
<br />LO before a similar event took place at Fleming Park and many complaints
<br />❑ were received due to the loud noise, crowds, etc., and Mr. Rios felt
<br />Ca the City should establish some guidelines for the use of Fleming Park
<br />Q and activities of this nature.
<br />City Manager Elliott stated he would call the coordinator of this or-

<br />tion on the activities to be held, etc.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to ap-
<br />prove request from Catholic Charities Diocese of San Bernardino for
<br />use of Fleming Park, Saturday, October 12, 1985, from 1:00 to 6:00
<br />p. m., subject to Staff coordination and approval. Unanimous vote.
<br />Bond Financing
<br />Res. No. 4665
<br />City Manager Elliott stated this matter concerns a request for Reso-
<br />lution of Inducement for multi -family housing bond financing, to con-
<br />struct a 124 unit development to be located at the intersection of
<br />Fairway and Sperry Drives. Mr. Elliott said bonds can be issued under
<br />the provisions of AB 665, and the developers, DANCOMM, have agreed.to
<br />enter into an agreement with the City of Colton to participate in the
<br />formation of a maintenance district or assessment district, or any
<br />other appropriate financing vehicle, for the purpose of paying the
<br />project's fair share of Fire and Police personnel for the subject
<br />property, and further agreed to provide the Planning and Police De-
<br />partments with a Security Plan for adequate provisions of safety and
<br />security for the project and its residents prior to the issuance of
<br />building permits.
<br />Mr. Elliott concluded Staff recommends approval'' of 'hhe''Resolif ion of
<br />Inducement, No. 4665.
<br />City Manager Elliott said he apologizes that he does not have the
<br />written report available as yet, however, Staff has been working
<br />quite diligently on the Impact Study and are presently awaiting ad-
<br />ditional information and figures that will go into the report. Mr.
<br />Elliott then gave a synopsis of the material and information Staff has
<br />compiled on the impact of City services relating to water, refuse,
<br />sewer, and Police and Fire services.
