No. 4671 <br />City Manager Elliott stated this matter concerns request for approval <br />of Joint Powers Agreement relating to the Enterprise Zone Program <br />Final Application and Resolution No. 4671. Mr. Elliott advised the <br />Joint Powers Agreement is between the Counties of Riverside and San <br />Bernardino, and the Cities of Colton, Rialto and Riverside, creating <br />the Agua Mansa Industrial Growth Association ("AMIGA"), to stimulate <br />private investment in business and industrial growth in economically <br />depressed areas within the boundaries of the jurisdictions, and af- <br />fords special credit with regard to taxes, especially State taxes. <br />Mr. Elliott concluded Staff recommends approval of the Joint Powers <br />Agreement and Resolution No. 4671. <br />
