1 1 4Councilwoman Garcia questioned the mandatory contribution of $6.'000 <br />per year and asked how many years will the City be paying this amount. <br />City Manager Elliott stated as he understands it only one year at <br />this point, and these monies will come out of Community Development <br />Block Grant funds. <br />Mrs. Jennifer Thornberry, Administrative Assistant, RDA, advised the <br />Enterprise Zone legislation is a 15 year program, and the Joint Powers <br />Agreement can run indefinitely. Article XV provides withdrawal or <br />dissolution from membership, however, the $6,000 mandatory contribu- <br />tion is a yearly contribution that would be effective each year that <br />the jurisdiction was involved with the JPA. <br />Discussion then followed between Councilwoman Garcia and Mrs. Thorn- <br />berry with regard to the delegation of monies for administrative and <br />marketing costs for the program, financing and budgeting, voluntary <br />contributions, staffing, in-kind services, etc. <br />Councilwoman Garcia then asked if South Colton was included in the <br />Enterprise Zone. <br />Mrs. Thornberry replied yes, as included in Census Tract #69. <br />Councilwoman Garcia then asked if the portion southwest of Census <br />Tract #69 would be industrial. <br />Mrs. Thornberry answered if the zoning were approved for industrial <br />use. <br />Mayor Huntoon asked if anyone had additional questions. <br />Moved by Councilman Rios, seconded by Councilwoman Cisneros, to ap- <br />prove Joint Powers Agreement for Enterprise Zone Program, and Reso- <br />lution No. 4671. Motion carried, with Councilwoman Garcia voting NO. <br />RESOLUTION NO. 4671 <br />Bonds/Financing <br />- A RESOLUTION OF THE CITY OF COLTON APPROVING <br />THE JOINT POWERS AGREEMENT ("JPA") BETWEEN THE <br />COUNTIES OF RIVERSIDE AND SAN BERNARDINO, AND <br />THE CITIES OF COLTON, RIALTO AND RIVERSIDE, <br />CREATING THE AGUA MANSA INDUSTRIAL GROWTH AS- <br />SOCIATION ("AMIGA"), APPOINTING MAYOR HUNTOON <br />AS A MEMBER OF AMIGA'S EXECUTIVE COMMITTEE, AND <br />APPOINTING MAYOR PRO TEM REHRER AS AN ALTER- <br />NATE MEMBER OF AMIGA'S EXECUTIVE COMMITTEE. <br />City Manager Elliott reported on a proposal from Henderson Development <br />Company, requesting that the City issue multifamily rental housing <br />bonds to provide tax-exempt financing for a project which will contain <br />approximately 336 apartment units to be located at the intersection of <br />Fairway and Sperry Drives. <br />Mr. E 41ott concluded Staff recommends approval of Resolution No. <br />4A" , <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to ap- <br />prove Resolution No. 4669. --"Upon Roll Call, the Vote was: <br />AYES: Three; Rios, Cisneros, Garcia. <br />NOES: Two; Huntoon, Rehrer. <br />ABSENT: None. <br />Motion carried. ,N <br />RESOLUTION NO. 460/5 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON INDICATING ITS INTENT TO PROVIDE FOR <br />THE ISSUANCE OF OBLIGATIONS TO PROVIDE ASSIS- <br />TANCE IN FINANCING A MULTIFAMILY RENTAL HOUS- <br />ING PROJECT (FAIRWAY APARTMENTS). <br />Agreements/Proposals <br />Res.
