1 1 4Councilwoman Garcia questioned the mandatory contribution of $6.'000 per year and asked how many years will the City be paying this amount. City Manager Elliott stated as he understands it only one year at this point, and these monies will come out of Community Development Block Grant funds. Mrs. Jennifer Thornberry, Administrative Assistant, RDA, advised the Enterprise Zone legislation is a 15 year program, and the Joint Powers Agreement can run indefinitely. Article XV provides withdrawal or dissolution from membership, however, the $6,000 mandatory contribu- tion is a yearly contribution that would be effective each year that the jurisdiction was involved with the JPA. Discussion then followed between Councilwoman Garcia and Mrs. Thorn- berry with regard to the delegation of monies for administrative and marketing costs for the program, financing and budgeting, voluntary contributions, staffing, in-kind services, etc. Councilwoman Garcia then asked if South Colton was included in the Enterprise Zone. Mrs. Thornberry replied yes, as included in Census Tract #69. Councilwoman Garcia then asked if the portion southwest of Census Tract #69 would be industrial. Mrs. Thornberry answered if the zoning were approved for industrial use. Mayor Huntoon asked if anyone had additional questions. Moved by Councilman Rios, seconded by Councilwoman Cisneros, to ap- prove Joint Powers Agreement for Enterprise Zone Program, and Reso- lution No. 4671. Motion carried, with Councilwoman Garcia voting NO. RESOLUTION NO. 4671 Bonds/Financing - A RESOLUTION OF THE CITY OF COLTON APPROVING THE JOINT POWERS AGREEMENT ("JPA") BETWEEN THE COUNTIES OF RIVERSIDE AND SAN BERNARDINO, AND THE CITIES OF COLTON, RIALTO AND RIVERSIDE, CREATING THE AGUA MANSA INDUSTRIAL GROWTH AS- SOCIATION ("AMIGA"), APPOINTING MAYOR HUNTOON AS A MEMBER OF AMIGA'S EXECUTIVE COMMITTEE, AND APPOINTING MAYOR PRO TEM REHRER AS AN ALTER- NATE MEMBER OF AMIGA'S EXECUTIVE COMMITTEE. City Manager Elliott reported on a proposal from Henderson Development Company, requesting that the City issue multifamily rental housing bonds to provide tax-exempt financing for a project which will contain approximately 336 apartment units to be located at the intersection of Fairway and Sperry Drives. Mr. E 41ott concluded Staff recommends approval of Resolution No. 4A" , Moved by Councilwoman Cisneros, seconded by Councilman Rios, to ap- prove Resolution No. 4669. --"Upon Roll Call, the Vote was: AYES: Three; Rios, Cisneros, Garcia.
