City Manager Elliott reported on a proposal received from Creative 115 <br />Business Services which would increase minority, women -owned, and <br />small businesses to increase the awareness of the procurement op- <br />portunities in the City of Colton. Mr. Elliott stated Staff feels <br />this plan will enhance the City's affirmative action image and will <br />broaden the City's purchasing base. Mr. Elliott said Staff has met <br />with Mr. Bill Jacocks of Creative Business Services to discuss this <br />plan in greater detail. <br />Mr. Elliott concluded Staff recommends approval of the plan and <br />Resolution No. 4670, amending the budget in the amount of $1,050, <br />to cover the expenditures of the program. <br />Councilman Rehrer stated he did not know why the City was spending <br />$1,050 to have these brochures printed when the City already parti- <br />cipates in the Equal Opportunity and Affirmative Action programs. <br />Mr. Rehrer said the City is open to anyone that would like to offer <br />bids or be put on our mailing lists. <br />Mr. Elliott stated Staff has spent a great deal of time with Mr. <br />Jacocks on this matter, and there are alot of vendors in the City <br />who do not provide any type of bids to the City because they are <br />0 not aware of how the system works. Mr. Elliott advised Mr. Jacocks <br />has provided alot of services to the County and other cities with <br />0 this type of plan and it has shown improvement on vending bids that <br />LD are sumbitted. <br />0 <br />Co Mr. Jacocks, of Creative Business Services, stated there is a great <br />deal of money spent each year to provide good business services to <br />the taxpayers, and when there is an increased awaredness of the many <br />opportunities available from the City, the prices automatically show <br />it. Mr. Jacocks stated this plan has worked in other areas. <br />After additional discussion, moved by Councilwoman Cisneros, seconded <br />by Councilman Rios, to approve Plan as submitted by Creative Business <br />Services and Resolution No. 4670. Motion carried, with Councilman <br />Rehrer voting NO. <br />RESOLUTION NO. 4670 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON AMENDING THE 1985-86 FISCAL YEAR BUDGET. <br />Councilwoman Garcia stated she feels anytime the City can expand its <br />bidding base and get more people interested in bidding, this will re- <br />duce prices and improve the amount of bidding. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Southern California Public Power Authority <br />Ord. No. 1689 <br />City Attorney Edwards presented Ordinance No. 1689 for First Reading, <br />advising this is another document relating to the Hoover Dam Power/ <br />Southern California Public Power Authority project, and approves the <br />terms and conditions of an Assignment Agreement and a Power Sales Con- <br />tract. <br />Mr. Edwards said Staff recommends passing First Reading of Ordinance <br />No. 1689, and waive further reading. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to pass First <br />Reading of Ordinance No. 1689 and waive further reading. Vote was <br />unanimous. <br />ORDINANCE NO. 1689 - ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />(First Reading) COLTON, CALIFORNIA, APPROVING THE TERMS AND CON- <br />DITIONS OF AN ASSIGNMENT AGREEMENT AND A POWER <br />SALES CONTRACT, AND APPROVING THE ENTERING INTO <br />OF SAID AGREEMENT AND CONTRACT. <br />ADJOURNMENT: <br />OCT 15 1985 <br />
