City Manager Elliott reported on a proposal received from Creative 115 Business Services which would increase minority, women -owned, and small businesses to increase the awareness of the procurement op- portunities in the City of Colton. Mr. Elliott stated Staff feels this plan will enhance the City's affirmative action image and will broaden the City's purchasing base. Mr. Elliott said Staff has met with Mr. Bill Jacocks of Creative Business Services to discuss this plan in greater detail. Mr. Elliott concluded Staff recommends approval of the plan and Resolution No. 4670, amending the budget in the amount of $1,050, to cover the expenditures of the program. Councilman Rehrer stated he did not know why the City was spending $1,050 to have these brochures printed when the City already parti- cipates in the Equal Opportunity and Affirmative Action programs. Mr. Rehrer said the City is open to anyone that would like to offer bids or be put on our mailing lists. Mr. Elliott stated Staff has spent a great deal of time with Mr. Jacocks on this matter, and there are alot of vendors in the City who do not provide any type of bids to the City because they are 0 not aware of how the system works. Mr. Elliott advised Mr. Jacocks has provided alot of services to the County and other cities with 0 this type of plan and it has shown improvement on vending bids that LD are sumbitted. 0 Co Mr. Jacocks, of Creative Business Services, stated there is a great deal of money spent each year to provide good business services to the taxpayers, and when there is an increased awaredness of the many opportunities available from the City, the prices automatically show it. Mr. Jacocks stated this plan has worked in other areas. After additional discussion, moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve Plan as submitted by Creative Business Services and Resolution No. 4670. Motion carried, with Councilman Rehrer voting NO. RESOLUTION NO. 4670 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING THE 1985-86 FISCAL YEAR BUDGET. Councilwoman Garcia stated she feels anytime the City can expand its bidding base and get more people interested in bidding, this will re- duce prices and improve the amount of bidding. CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: Southern California Public Power Authority Ord. No. 1689 City Attorney Edwards presented Ordinance No. 1689 for First Reading, advising this is another document relating to the Hoover Dam Power/ Southern California Public Power Authority project, and approves the terms and conditions of an Assignment Agreement and a Power Sales Con- tract. Mr. Edwards said Staff recommends passing First Reading of Ordinance No. 1689, and waive further reading. Moved by Councilman Rehrer, seconded by Councilman Rios, to pass First Reading of Ordinance No. 1689 and waive further reading. Vote was unanimous.
