104 <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Zone Amendment <br />Index No. A-3-85/Ord. No. 1686 <br />City Manager Elliott said this matter concerns the reconsideration of <br />a zone change application requested by Henderson Development. <br />Mr. Richard Henderson, President of Henderson Development Company, re- <br />quested a continuation of this matter to the next regular Council Meet- <br />ing. <br />On Council consensus, the matter concerning reconsideration of Index <br />No. A-3-85, Zone Change requested by Henderson Development Company, <br />was continued to October 1, 1985. <br />COMMUNITY SERVICES REPORTS,AND RECOMMENDATIONS: <br />Cemetery <br />Res. No. 4651 <br />Acting Community Services Director, John Hutton, stated this matter is <br />being continued from a previous Council Meeting and reported the Ceme- <br />tery Commission reviewed the Resolution of charges for cemetery ser- <br />vices, adopted May 17, 1983, and locally owned cemeteries were polled <br />for their charges. Mr. Hutton said after review, the Commission felt <br />there was a need to increase the charges to be in line with other pub- <br />licly -owned cemeteries in the area. Mr. Hutton advised these in- <br />creases reflect a twenty percent increase in commodity items - burial <br />plots, and a fifteen percent increase in service items - vases, vaults, <br />etc. Mr. Hutton concluded if the Council concurs, it would be in :order <br />to- adopt Resolution No. 4651. <br />Mayor Huntoon asked about the publicity and sales efforts. <br />Mr. Hutton said they have been advertising in local newspapers and <br />church bulletins, and may contact various monument companies. Mr. <br />Hutton continued they have also discussed a possible meditation garden, <br />[: <br />near the Veterans Memorial section. <br />After additional discussion, on Council consensus,' this matter was con- <br />tinued to the next regular Council Meeting, Tuesday, October 1, 1985. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Bond Financing <br />Res. No. 4653 <br />City Manager Elliott stated this matter concerns a request for Reso- <br />lution of Inducement for multi -family housing bond financing, to con- <br />struct a 124 unit development to be located at the intersection of <br />Fairway and Sperry Drives. Mr. Elliott said bonds can be issued under <br />the provisions of AB 665, and the developers, DANCOMM, have agreed to <br />enter into an agreement with the City of Colton to participate in the <br />formation of a maintenance district or assessment district, or any <br />other appropriate financing vehicle, for the purpose of paying the <br />project's fair share of Fire and Police personnel for the subject <br />property, and further agreed to provide the Planning and Police De- <br />partments with a Security Plan for adequate provisions of safety and <br />security for the project and its residents prior to the issuance of <br />building permits. <br />Mr. Elliott concluded Staff recommends approval of the Resolution of <br />Inducement, No. 4653. <br />Mr. Jack Dangelo, DANCOMM Builders & Developers, 17848 Skypark Circle, <br />Irvine, California, spoke to the Council Members with regard to their <br />proposed development and bond financing, stating the company will co- <br />operate with the City in every respect, they will assume their fair <br />share of developing that entire area, and will render assistance to <br />the City in planning of the area. <br />SEP 171985 <br />
