150 <br />ification Specifications.; it is their thinking that once the Management <br />and Organization Plan, or portions thereof, were approved by the Council, <br />changes to the Classication Specs would follow; they did not approach <br />this as an exotic study; they focused on main things; basic organizations <br />issues were addressed, they were very cost conscious; some things in their <br />recommendations, the Council will not want to do; they made recommenda- <br />tions from a management and operation efficiency point of view; they are <br />outsiders and do not know the individual personalities involved; there- <br />fore only the City can make the appropriate decisions. <br />Councilman Rios asked why the combining of the Cemetery into the <br />Parks Department? <br />Mr. Brown said they made the recommendation based on the similiarity <br />of the functions of the departments, the grounds maintenance activity; <br />there is good deal of transfer of people between the two; would be <br />more effective use of people. <br />Councilman Rehrer said he has received strong opposition from the <br />Cemetery Commission on this. They would like to see it remain <br />separate for better control. <br />Mr. Brown said that was a very good example of them making a manage- <br />ment recommendation that could save the City money and that's all they <br />can do. The City Council is left with a tough decision. <br />Mayor Huntoon said the Council could address each of the 20 <br />recommendations and either grant approval or deny them. <br />Councilwoman Garcia stated she would like to recommend the Council <br />accept this report and file it. Any recommendations the Council <br />would like to consider can be done at a future date. Councilwoman <br />Garcia said there are discrepancies in the Classification Study in <br />the salaries, the report was not prepared by the California Coopera- <br />tive Personnel Services as requested by Council, there is much con- <br />flict in comparison. Councilwomas Garcia cited a comparison of <br />Account Clerk II with the City of Chino, as a discrepancy. Council- <br />woman Garcia stated a dislike for the vague job descriptions prepared <br />for the City. Council Member Garcia said there are some good <br />recommendations in the study, but the Council can take its action <br />as they see fit. <br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to <br />accept the report and file it, deal with the Employee Associations <br />on individual M.O.U.'s. <br />Councilman Rios stated the Council would be able to draw this up <br />again on an individual basis. Council Member Garcia said yes, if <br />we like something in the report then we ask for it to be brought <br />back before the City Council and consider that particular thing. <br />Councilwoman Garcia said the Council cannot deal with the employees <br />because of the ambiguous language in the M.O.U.'s. <br />Mayor Huntoon said as he understands this the Council is going to <br />totally disregard this study. Councilwoman Garcia said at the present <br />time yes, if in a future date we want to take into consideration any <br />part of this we can. <br />Councilwoman Garcia cited the example, if in the future the City <br />Council feels it needs an Assistant to the City Manager, when they <br />get a new City Manager; then the new City Manager should fill some <br />of these positions with people who are compatible within the system. <br />Councilwoman Cisneros said she agreed with having to bring this study <br />back one thing at a time; however, she has a problem with the M.O.U.s. <br />Councilwoman Cisneros said what would the Council do with the three <br />existing M.O.U.s? <br />Councilwoman Garcia stated what she is saying is the whole Ralph <br />Anderson Report, composed of three different parts, be accepted and <br />filed, that we deal individually with each M.O.U. Councilwoman Garcia <br />said she feels some kind of resolution can be brought about, the <br />Council can deal with it, because the M.O.U.'s with their ambiguous <br />language have caused many problems. <br />FEB 13 1986 <br />
