4 <br />Councilwoman Cisneros said her questions were not answered. She 1 <br />51 <br />understands Councilwoman Garcia's motion and she is in agreement, <br />her concern is the M.O.U.s. <br />Attorney Margaret Olendorf, Liebert & Cassidy, said she advised that <br />nothing with regard to the 1985 M.O.U.s, the Anderson Report, the 1986 <br />negotiations, which are currently going on, be modified. Attorney <br />Olendorf said as Mr. Brown pointed out, if you were to accept and file <br />this study, then, after input of the employees, portions may be <br />adopted. <br />Councilwoman Garcia asked is it not true that the M.O.U.s are being <br />negotiated at this time without the Council having adopted these <br />reports. <br />Attorney Olendorf said without formally having adopted the study, <br />the Meet and Confer Process is currently being carried out. <br />Councilman Rios asked how this affecting the current negotiations. <br />Attorney Olendorf said with regard to implementing the Compensation <br />Plan, certain issues are currently on the negotiation table. <br />Attorney Olendorf said these issues are better discussed with the <br />O Council in Closed Session. <br />Mayor Huntoon said he is in agreement with the motion, in that the <br />recommendations would be looked at individually because obviously <br />❑ the Council would not necessarily approve everything in total. The <br />Council will use what it wants to use and will not use what it <br />doesn't want to use. <br />Attorney Edwards stated that the motion is to "accept and file." <br />With regard to "accept", he understands that to mean "receive" and <br />that to "accept" does not mean approve or adopt. Mr. Edwards said <br />that is how he understands the motion, and if he is incorrect, per- <br />haps the motion needs to be restated. <br />Mayor Huntoon said that is how he understood it. Councilwoman Garcia <br />concurred. <br />Mayor Huntoon asked if the Council was ready for the question. <br />Motion carried unanimously. <br />PERMITS: <br />Dance <br />City Manager Elliott presented an application for an Annual Dance <br />Permit requested by E1 Tampico. Mr. Elliott said staff would recom- <br />mend approval subject to Police and Fire conditions. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to <br />grant the annual dance permit to E1 Tampico with conditions. <br />Unanimous vote. <br />CLOSED SESSION: <br />The Council adjourned to Council Session at 6:16 p.m., to discuss <br />Meet and Confer matters pursuant to Government Code Section 54957.6. <br />The Council reconvene at 7:03 p.m. All members present. <br />ADJOURNMENT: <br />Mayor Huntoon declared the meeting adjourned at 7:04 p.m., on motion <br />of Councilwoman Cisneros, seconded by Councilman Rios, and unanimously <br />passed. <br />HELEN A.
