PUBLIC HEARINGS: <br />parennn01 <br />Res. No. R-74-86 <br />Mayor Huntoon declared the Public Hearing open. <br />Acting Personnel Officer Edwards submitted the Affidavit of Posting and <br />reported that no protests or objections had been received. <br />Community Development Director Aguilera reported the Public Hearing <br />concerns amending the City's Pay and Classification Plan by changing <br />the Community Development Specialist's position to Planner I, which he <br />had recommended. Mr. Aguilera stated this position would be classi- <br />fied and eligible for overtime, but not eligible for administrative <br />leave, and should be placed in the General Unit. Mr. Aguilera referred <br />to the proposed job description for the new classification and the reso- <br />lution amending the Pay and Classification Plan. <br />Mayor Huntoon asked if anyone present desired to speak on this matter. <br />Mr. Jim Meith, Staff Representative, San Bernardino Public Employees <br />Association, stated in order to be consistent with percentage differ - <br />O entials between classifications, he recommended the position of Planner <br />❑ I remain in the Management -Confidential Unit. <br />LO Discussion then followed among Council Members and Staff with regard to <br />❑ the proposed position and the possibility of continuing this matter <br />(o until the new City Manager is on board. <br />Q <br />Moved by Councilman Rios, seconded by Councilman Rehrer, to close the <br />Public Hearing. Unanimous vote. <br />Councilwoman Garcia asked Mr. Aguilera if this postponement would <br />cause a hardship and effect the work load in complying with the regu- <br />lations for obtaining federal funding for grants. <br />Mr. Aguilera replied this position has been vacant for some time now <br />and there is an audit pending. Mr. Aguilera stated he felt they needed <br />someone as soon as possible. <br />After additional discussion, moved by Councilman Rehrer, seconded by <br />Councilman Rios, to continue this matter to the Council Meeting sched- <br />uled for Tuesday, July 15, 1986. Unanimous vote. <br />Appeals <br />Res. No. R-75-86 <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Acting City Manager Edwards reported that Mr. Matt Kurilich, the appel- <br />lant, has requested this matter be continued to the second meeting in <br />July, and Staff would recommend approval of this request. <br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to continue <br />the matter of Appeal filed by Matt Kurilich on File Index No. C-13-84, <br />to Tuesday, July 15, 1986. Unanimous vote. <br />CORRESPONDENCE: <br />Personnel/Labor Negotiations <br />Mr. Jim Meith, Staff Representative, San Bernardino Public Employees <br />Association, reported on his letter dated April 24, 1986, requesting <br />a Unit Determination Classification of Account Clerk II, Collections <br />Officer, and Street Foreman Acting, in taking these three positions <br />out of the General Unit and placing them in the Management/Confiden- <br />tial Unit, due to the fact that they are of a supervisory nature and <br />are division head positions. Mr. Meith stated they are also recommend- <br />ing these positions be reclassified, however, the reclassifications <br />would not result in an increase in compensation. <br />JUN 3 1986 <br />
