190 <br />Mayor Huntoon asked Mr. Edwards what action was necessary. <br />Mr. Edwards replied that the Council could consider this matter in <br />Closed Session, and/or set the matter for public hearing. <br />No action was taken. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Permits/Taxicabs <br />Res. No. R-76-86 <br />Acting City Manager Edwards reported that Orange Coast Yellow Cab has <br />filed an application and paid the fee for a permit to operate taxicabs <br />in Colton. Mr. Edwards advised the Chief of Police has inquired into <br />the facts of this petition, which produced no basis to oppose the grant- <br />ing of the permit, therefore, it is at the discretion of the City Council <br />for approval. Mr. Edwards concluded in Council concurs, Staff would <br />recommend approval of Resolution No. R-76-86, granting a permit to <br />Orange Coast Yellow Cab to operate taxicabs in Colton. <br />Councilwoman Garcia questioned whether the City was able to support <br />two taxicab companies, and inasmuch as the existing company's services <br />seem to be adequate, she felt there was no need for another taxicab <br />company. <br />Councilman Rios stated he was in agreement with Councilwoman Garcia, <br />and, after looking over the application, he felt Orange Coast's fares <br />were quite high. <br />Moved by Councilwoman Garcia, seconded by Councilman Rios, to deny <br />permit to operate taxicabs in Colton to Orange Coast Yellow Cab, and <br />Resolution No. R-76-86. Unanimous vote. <br />Permits/Refuse <br />Mr. Edwards reported on a request from Jack's Disposal Service to col- <br />lect, remove and dispose of refuse in Colton, advising they have applie <br />for the necessary permit and license. Mr. Edwards stated Staff recom- <br />mends the Council authorize granting the application subject to appro- <br />priate conditions, regulations and payment of fees. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, to approve <br />Staff's recommendation with regard to Jack's Disposal Service. Vote <br />was unanimous. <br />Councilwoman Garcia recommended the City monitor this company and watch <br />them closely, and be very careful where they place their refuse bins. <br />County Job Training Partnership Program <br />Res. No. R-77-86 <br />Mr. Edwards stated that Item No. 18 <br />of Colton fee waiver incentives for <br />San Bernardino County Job Training <br />R-77-86, would be removed from the <br />date. <br />Contracts/Consultant <br />Res. No. R-78-86 <br />Agua Mansa Enterprise Zone/City <br />Businesses participating in the <br />Partnership Program, Resolution No. <br />Agenda and discussed at a later <br />Redevelopment Agency Manager Jennifer Thornberry reported at the AMIGA <br />Executive Committee Meeting on May 7, 1986, the firm of Fieldman, Rolaplii <br />and Associates was selected as the Agua Mansa Industrial Area Finance <br />Plan Consultant. Mrs. Thornberry continued the financing of this <br />special project will be structured as a fifty-fifty split between the <br />public and private sectors, and the public sector will divide its ob- <br />ligation equally among the four jurisdictions, excluding the City of <br />Riverside; thus, each of the four jurisdictions will contribute one- <br />eighth of the total consultant fee. Mrs. Thornberry advised the City <br />of Colton's contribution will be $11,187.50, as outlined in the Invoice <br />for Services. <br />
