204 <br />The City Council added the Street Sweeper Position to the list to be <br />considered prior to final budget approval. <br />Traffic Signals - Mr. Hutton stated it is his understanding that the <br />Electric Utility Director has recommended eliminating the contracting <br />out of the signal maintenance. Mr. Hutton stated his only worry is <br />one with regard to insurance and work guarantee. Mr. Hutton said th <br />current signal maintenance contractor carries a $30000,000 insurance <br />policy, and the contract states that if they make a mistake, they an <br />not the City, will be liable. <br />Parks Maintenance - Mr. Hutton stated he is requesting two additional <br />Maintenance Man I, on Page 513, Salaries -Miscellaneous. Mr. Hutton <br />stated the department is hard pressed for the additional men due to <br />the expansion of the City and the continuing development. <br />The City Council added the two Maintenance Man I to the list to be <br />considered prior to final budget approval. <br />Water Division - Mr. Hutton stated this budget is tied into the <br />R.W. Beck Study. Mr. Hutton said the department has been running <br />on a deficit and the Beck Study outlines a five year program to turn <br />the deficit around. Mr. Hutton gave the Council Members Highlights <br />of the Study. Mr. Hutton said staff the Utility Commission are <br />recommending Alternative "A" of the Study, which is a conservative. <br />plan that defers part of the increases required for the next two years <br />of operation until the the last three years of the planning period. <br />Mr. Hutton said the Beck Study recommends borrowing needed funds from <br />the Sewer Fund and repaying this plus the amount previously borrowed <br />in the last three years as previously explained. Mr. Hutton stated <br />that Mr. Jerry Young, Assistant Finance Director, has recommended th <br />the borrowing come from -the Water Development Fund instead. Mr. <br />Hutton said the R. W. Beck study will be formally presented at a <br />later date. <br />Mr. Hutton said the Water Division is requesting a new position of <br />Inspector Serviceman, on Page 552, Salaries -Miscellaneous. Mr. <br />Hutton said the need for construction inspection is an ongoing <br />requirement; additionally the duties would include enforcing the <br />installation of backflow devices and would free the city from contin- <br />ing with chlorination. Mr. Hutton said the revenues generated <br />from inspection fees and the savings in chlorination would offset the <br />cost of the position. <br />The City Council added the Water Inspector Serviceman to the list to <br />be considered prior to final budget approval. <br />Refuse - Mr. Hutton requested two additional Truck Driver Operator <br />positions as reflected on Page 601, Salaries -Miscellaneous. Mr. <br />Hutton said a new route in the west end portion of the City, currently <br />being serviced by private hauler, will be established. Mr. Hutton <br />said the revenues will help offset the cost. <br />Mr. Hutton reported on the request for a new refuse truck to be <br />obtained through a lease purchase agreement. <br />Staff discussion followed on the additional revenue to be realized <br />by servicing the west end area and recommended that the City purchase <br />the refuse truck outright. Mrs. Andengaard stated this would be a <br />much better financial move, due to the interest costs involved. <br />The City Council added two Truck Driver Operator positions to the <br />list to be considered prior to final budget adoption. The City <br />Council instructed staff to purchase the truck rather than lease. <br />Cemetery - Mr. Hutton requested one additional full time, Maintenance <br />Man I, as reflected on Page 624. Mr. Hutton said the Leadman will be <br />retiring in a few years and an additional full time person is needed <br />to learn the full operations and to be responsible now when the lead - <br />man is on vacation; instead of "borrowing" from the Parks Division <br />A full time person would reduce one part time position. <br />JUN 11 X986 <br />
