been provided. Council Member Garcia stated she is not opposed to the <br />celebration, however, in that spirit the Council should take a look <br />closer to home. Council Member Garcia stated the interior of City <br />Hall, in particular the foyer, really needs upgrading. Councilwoman <br />Garcia suggested the motion to amended to include upgrading of the <br />foyer. <br />Council consensus was that this could be considered separately. <br />Councilman Rehrer said he agreed the City Council needs to know how <br />the money is to be spent, however, the Committee has only met once a <br />does not yet`have a budget put together. <br />Mayor Huntoon called for the vote. Motion carried. Councilwoman g. <br />Garcia voting NO. <br />REVENUE VS. EXPENDITURES: <br />Councilwoman Garcia asked where is this money coming from that we are <br />adding to the budget with all these approvals. <br />City Manager Edwards reported the City is solvent and in good <br />financial condition. Mr. Edwards stated the City finished the 1985-86 <br />Fiscal Year with a surplus that was carried over to this budget as <br />reserve funds; this current budget reflects a 2.8 million increase. <br />The preliminary budget reflects more expenditures than revenues, but <br />the City still has provided for adequate reserves. <br />Councilwoman Garcia stated the Council cannot continue to budget for <br />more than the anticipated revenue. Councilwoman Cisneros added the <br />Council must take a hard look at what positions are really needed and <br />where we can get by for another year. <br />PRRgnWWVT. <br />Intermediate Typist Clerk - Moved by Councilwoman Cisneros, seconded <br />by Councilman Rios, not to add the full time position. Unanimous <br />vote." <br />FINANCE: <br />Account Clerk I - Moved by Councilwoman Cisneros, seconded by Council <br />Member Rios, to add the position of Account Clerk I to the Utility <br />Billing Division. Unanimous vote. <br />CHAMBER OF COMMERCE: <br />Mayor Huntoon stated the next item for consideration is the Chamber of <br />Commerce request for an additional $20,000. <br />Mr. Dick Dawson, Chamber Manager, stated plans are to hire an <br />additional staff person to free him up to do more of the outside <br />contact work. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to approve <br />an additional $10,000 for the Chamber of Commerce. Unanimous vote. <br />POLICE: <br />CAL -ID - Chief Connolly stated this was a State Program involving <br />five surrounding counties that provides an excellent fingerprint <br />identification tool. Moved by Councilwoman Cisneros, seconded by <br />Councilman Rios, to approve $17,390 for the CAL -ID Program. Unanimous <br />vote. <br />Patrol Police Officers - Chief Connolly stated there is a vital need <br />for more police officers and pointed out in the manpower study given <br />to the City Council a year ago. <br />
